NATIONAL GUARD MEMBERSHIP IS REQUIRED:  This is an excepted position that requires membership in a compatible military assignment in the New York Air National Guard.  Selectee will be required to wear the military uniform.  Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. 

 

 

This position is located in the Air National Guard, Mission Support Group, Logistics Readiness Squadron, Materiel Management Flight, Equipment Accountability Element of the Customer Support Section.

The Equipment Accountability Element's primary purpose is to ensure accountabilityof in-use equipment and provide management control, oversight, coordination, and implementation of all equipment accounted for by the ANG Assistant USPFO/Accountable Officer.  This position is the primary point of contact for wing/base/supported organizations equipment accountability.   Serves as a technical advisor to the Wing Commander, staff, base personnel, state, and supported Geographically Separated Units (GSUs) regarding policy and procedure pertaining to equipment accountability.   A broad knowledge of general supply, storage, distribution, and inventory/accountability specializations is required; in addition knowledge of Federal, State, and USAF accountability and report of survey rules and regulations to ensure regulatory compliance.

In order to meet the minimum qualifications for this  GENERAL SUPPLY SPECIALIST position, you must meet the following criteria.

 

GENERAL EXPERIENCE: 

Experience, education or training involving administration of supply management, storage, cataloging, packaging and distribution or other work which provided the applicant with a general knowledge of one or more aspects of the supply field.   Experience using computer and automation systems.

 

SPECIALIZED EXPERIENCE:

Must have at least 24 months experience, education, or training dealing with cost estimates, budgets or funding management.  Experience conducting extensive and exhaustive searches for required information; reconstruct records for complex supply transactions; and/or provide supply operations support for supply activities.  

 

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: 

Education in schools above the high school level may be substituted for experience when the Education in is in the Inventory Management or Supply related fields or another related discipline.  Education above high school level means an educational institution (e.g., a business or commercial school or college, a secretarial school, a junior college or a college or university.) for which high school graduation or the equivalent is a prerequisite and in which an applicant successfully completed study.  The amount of credit given is locally determined

 

KSA's:

Candidates will be evaluated on the basis of the KSA's listed below.   Applicants are encouraged to address the KSA's in their application or resume or by submitting a supplemental statement with their application.   Written response to each KSA will ensure that specialized experience criteria is recognized and credited.

 

1.  Practical knowledge of a wide range of supply principles, concepts, and methodologies involving general supply, storage, distribution, and inventory specialties as they relate to equipment accountability; and skill in applying this knowledge to the guidance given to organization commanders and Equipment/SPRAM Custodians.

2.  Knowledge of the Air Force Equipment Management System (AFEMS), to include the ability to research item records, update base level data, such as Chief Financial Officer Data, Organization Configuration Data, and Equipment Custodian Profile Data.

3.  Knowledge of the Equipment Requirements System (ERS) and associated procedures to validate and upgrade equipment requisitions.

4.  Ability to communicate clearly and effectively in writing to prepare, compile, and research information for equipment accountability, authorization, and formal organizational visit reports.   Ability to communicate orally to conduct briefings, offer training, and lead group conferences or sessions.

5.  Ability to conduct organizational visits of all base organizations/shops to ensure compliance with equipment accountability directives and procedures and provide guidance and training to correct any deficiencies.

6.  Knowledge of the Standard Base Supply System, its programs and procedures regarding Identity change requests, Inter-custody Receipts/Transfers, Equipment Action Requests, Movement of equipment (until GLSC EME/AFVESA becomes approval authority),and equipment deployment/redeployment.

7.  Knowledge of the policies, procedures, methods, reporting, and requirements of deploying/transferring equipment.

 

MILITARY REQUIREMENTS:  Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

All qualified applicants will be forwarded to the selecting official, unless there are more than seven qualified applicants.  In this case, the evaluation procedures in DMNA PAM 690-4, Chapter 5 will be used to further screen candidates prior to referral.  A panel of three members will be appointed to rate the candidates using the KSA factors.  Experience will be evaluated in terms of type and quality in relation to the requirements of the position.  Length of service or experience will only be used when there is a clear relationship with quality of performance or when necessary to break ties when all other ratings are equal. 

 

Following the determination of basic eligibility of the candidates as outlined in DMNA PAM 690-4, Chapter 5, qualified applicants will be referred to the selection official in the following sequence: 

 

1.  Category I:  All excepted service technicians in the New York Army National Guard  for Army technician vacancies and all excepted service technicians in the New York Air National Guard for Air technician vacancies, working at the location specified in the job announcement where the vacancy exists.

 

2.  Category II:  All currently employed excepted service technicians in either the New York Army or New York Air National Guard. 

 

3.  Category III:  Qualified members of the New York National Guard (Army or Air), to include AGR personnel and temporary and Indefinite technicians, or other individuals who are willing to become members of the New York Army or Air National Guard. 

 

* If there are fewer than three qualified applicants in Category I, then qualified applicants from Category II, III will be forwarded to the selection official, in sequential order, to provide at least three qualified applicants.
