NATIONAL GUARD MEMBERSHIP IS REQUIRED:  This is an excepted position that requires membership in a compatible military assignment in the New York Air National Guard.  Selectee will be required to wear the military uniform.  Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. 

 

 

This position is locatedin the Air National Guard (ANG), Component Numbered Air Force (cNAF), AirOperations Group (AOG) and Air Support Squadron (ASUS).

The two fold purpose of the position is to serve as the Executive Officer to the Group Commander or as the Executive Officer to the ASUSCommander.  This includes day-to-day administrative support to the support function.  Exercises responsibility for planning, scheduling, and controlling the delivery of a variety of services to support an AirSupport Squadron (ASUS) and/or an Air Operations Center (AOC) augmentation unit.  Oversees the activities of the Group or ASUS program managers for resources, training, logistics, personnel, and support services.  Serves as oversight authority and technical advisor for all group administrative and personnel matters.  Incumbent addresses and resolves numerous atypical and unrelated problems requiring a comprehensive knowledge of functions and responsibilities of different elements of the Group or ASUS and a thorough familiarity with regulatory material pertinent to the operations and activities involved.

In order to meet the minimum qualifications for this  ADMINISTRATIVE OFFICER position, you must meet the following criteria.

 

GENERAL EXPERIENCE: 

Experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations.  Supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques.  Experience using computer and automation systems.

 

SPECIALIZED EXPERIENCE:

Must have at least 36 months experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions.  Experience preparing reports, plans, policies and various correspondence.  Experience evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources.  Experience utilizing the organization, its mission and the organizational staff procedures.  Experience using quantitative and qualitative techniques for analyzing and measuring the effectiveness, efficiency and productivity of administrative and technical programs.   Experience developing the mission and work processes of programs throughout the military organization and multi level agencies.  Experience in analytical and investigative techniques.  Experience in managing the function of the work to be performed.   Experience which includes leading, directing and assigning work of personnel.

 

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: 

A maximum of 12 months of the required experience may be substituted by successful completion of undergraduate study in an accredited college or university at the rate of 30 semester hours for 12 months of experience.  The education must have been in fields directly related to the type of the work of the position (i.e.,management, business administration, oral communications, accounting,economics, etc.)

 

KSA's:

Candidates will be evaluated on the basis of the KSA's listed below.   Applicants are encouraged to address the KSA's in their application or resume or by submitting a supplemental statement with their application.   Written response to each KSA will ensure that specialized experience criteria is recognized and credited.

 

1.  Knowledge of organization, programs, missions, and functions of the NAF and Group /ASUS/installation.  Assignments, projects and studies require knowledge of pertinent laws, regulations, policies and precedents, which apply to an Air Operations Group and to its gaining command.  In addition the incumbent must be familiar with the major issues, program goals and objectives, work process, and administrative operation of the unit.  Duties involve oral and written communication principles, practices, techniques and methods; analytical methods; and interpersonal relations practices.

 

2.  Knowledge of the principles of logistics, supply resource management, training,military personnel, support services, and unit administration sufficient to provide oversight and guidance to subordinate program managers of each of these areas.

 

3.  Knowledge of government accounting system and the ability to apply its principles in order to maintain accurate fund control or resolve financial discrepancies that arise in the overall budget or in day to day transactions.  Must have thorough knowledge of US Government financial operating programs to communicate effectively with Program Managers at all levels of the allocation process and ensure successful delivery of funds designated for the Group.   

 

MILITARY REQUIREMENTS:  Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

All qualified applicants will be forwarded to the selecting official, unless there are more than seven qualified applicants.  In this case, the evaluation procedures in DMNA PAM 690-4, Chapter 5 will be used to further screen candidates prior to referral.  A panel of three members will be appointed to rate the candidates using the KSA factors.  Experience will be evaluated in terms of type and quality in relation to the requirements of the position.  Length of service or experience will only be used when there is a clear relationship with quality of performance or when necessary to break ties when all other ratings are equal. 

 

Following the determination of basic eligibility of the candidates as outlined in DMNA PAM 690-4, Chapter 5, qualified applicants will be referred to the selection official in the following sequence: 

 

1.  Category I:  All excepted service technicians in the New York Army National Guard  for Army technician vacancies and all excepted service technicians in the New York Air National Guard for Air technician vacancies, working at the location specified in the job announcement where the vacancy exists.

 

2.  Category II:  All currently employed excepted service technicians in either the New York Army or New York Air National Guard. 

 

3.  Category III:  Qualified members of the New York National Guard (Army or Air), to include AGR personnel and temporary and Indefinite technicians, or other individuals who are willing to become members of the New York Army or Air National Guard. 

 

* If there are fewer than three qualified applicants in Category I, then qualified applicants from Category II, III will be forwarded to the selection official, in sequential order, to provide at least three qualified applicants.
