Health and Human Services (DHHS), Office of Small and Disadvantaged Business
Utilization (OSDBU), located in Washington, DC.
provides Department-wide leadership and advocacy for small businesses by
providing guidance, education, and support to internal and external
stakeholders in order to maximize small business procurement

PHS Commissioned Corps Officers
interested in performing the duties of this position within the Commissioned
Corps (not as a career/career-conditional employee) are encouraged to apply.

Analyzes and evaluates the management
practices and methods, and administrative operations of substantive
organizations and complex functions.
- Participates in surveys,
studies and other investigations of management practices and
administrative operations to determine the adequacy of present systems and
to improve organizational operations.
- Formulates and recommends
additional policies and procedures or modifications to existing guidance
to improve the efficiency and effectiveness of managerial operations.
- Compiles data and prepares complex
administrative and management reports that are mandated from higher
echelons in the organization and/or the Department.
- Serves as a contracting
officer's representative or works with subject matter experts in the
development of small business and contract documents.
- Advises on the impact
of changes in mission or resources and recommends alternative courses of action
and possible solutions for resolving small business matters in areas such as
small business goal achievement, subcontracting or customer complaints.
