This position is located in the Department of Health and Human Services (DHHS), Office of Small and Disadvantaged Business Utilization (OSDBU), located in Washington, DC.  

OSDBU provides Department-wide leadership and advocacy for small businesses by providing guidance, education, and support to internal and external stakeholders in order to maximize small business procurement opportunities.

  • Analyzes and evaluates the management practices and methods, and administrative operations of substantive organizations and complex functions.
  • Participates in surveys, studies and other investigations of management practices and administrative operations to determine the adequacy of present systems and to improve organizational operations.
  • Formulates and recommends additional policies and procedures or modifications to existing guidance to improve the efficiency and effectiveness of managerial operations.
  • Compiles data and prepares complex administrative and management reports that are mandated from higher echelons in the organization and/or the Department.
  • Serves as a contracting officer's representative or works with subject matter experts in the development of small business and contract documents.
  • Advises on the impact of changes in mission or resources and recommends alternative courses of action and possible solutions for resolving small business matters in areas such as small business goal achievement, subcontracting or customer complaints.

Applicants must possess one year of specialized experience at the next lower grade level (or equivalent) in the normal line of progression for this occupation as stated below.  

At the GS-9 level:  
Qualifying experience for GS-9 includes one year of specialized experience comparable to GS-7 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience in the analysis and evaluation of administrative operations in order to improve the efficiency and productivity of management operations.  

OR  

Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree.  

At the GS-11 level:
Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-9 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience performing management analysis assignments for the analysis and evaluation of internal, organizational administrative operations in order to improve the efficiency and productivity of small and disadvantaged business programs and processes.  

OR  

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a degree in public health or related field of study with course work directly related to the work of the position to be filled.  

At the GS-12 level:
Qualifying experience for GS-12 includes one year of specialized experience comparable to GS-11 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience establishing evaluative criteria, formulating projects, assessing management effectiveness, and investigating or analyzing internal, organizational administrative operations in order to improve the efficiency and productivity of small and disadvantaged business programs and processes.  

NOTE: You must submit an official transcript, unofficial transcript, or a list including courses, grades earned, completion dates, and quarter and semester hours earned to support qualifying based on education at the GS-09 and GS-11 levels.  Degree requirements must be met by the closing date of this job announcement and your transcript(s) submitted must reflect this.  

Equivalent combinations of post-high school education and experience are qualifying for all grade levels for which both education and experience are acceptable.

Conditions of Employment:  

1.
