This ARNG/ANG position is located in the US Property and Fiscal Office (USP&FO), Internal Review (IR) Office.  Its purpose is to serve as a management analyst in an internal review support role and perform a variety of internal review support assignments.  Assignments involve supporting various segments of internal review audit projects or studies under the direction of a higher graded auditor; or conducting consulting or advisory services under the direction of a higher graded auditor. 

EXCEPTED POSITION: Alabama Army National Guard membership is required.

ALABAMA ARMY NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership in a compatible military assignment in the Alabama Army National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the Alabama Army National Guard must be eligible for immediate membership and employment in the Alabama Army National Guard in the military grade listed in this announcement.
AREA OF CONSIDERATION FOR ALABAMA ARMY NATIONAL GUARD POSITIONS:
AREA 1:
  All permanent Alabama Army National Guard civilian excepted technicians currently employed.
AREA 2: All drill status/M-day personnel in the Alabama Army National Guard.
AREA 3: All U.S. Citizens or individuals eligible for membership in the Alabama Army National Guard.
1.  Reviews organizational information (i.e., TDA organization and function manual), previous audit and inspection reports, applicable Department of Army (DA) or United States Air Force (USAF) regulations, and activity mission statements to identify tentative sub-objectives or "firm" objectives based on the role of the audit assignment.
2.  Performs management studies of organization's auditable entity to identify potential problems such as reviewing operating procedures and management practices of the activity.  Prepares audit lead sheets to identify potential weaknesses in internal controls.
3.  Conducts troubleshooting and management studies to ascertain the need for changes in existing management systems or methods of operation such as work processes, functional responsibility, operating techniques, organizational structure and other factors effecting the efficient and economical use of available resources.
4.  Assignments involve several specialized areas of management such as organizational analysis, work methods and standards, procedure analysis, and management statistics.
5.  Participates in providing management consulting services on all aspects of improving management operations for the state.
6.  Provides liaison assistance, as required, to external audit organizations with responsibility for coordinating their activities with the IR Office. Performs follow-up assignments on agreed upon audit findings, recommendations, and monetary benefits made during previous audits engagements. Reports to the Adjutant General and USP&FO on the status of corrective actions taken by functional activities.
7.  Accomplishes management studies by applying professional best business practices and basic audit techniques to gather, document, and summarize data.  Prepares working papers and files to document management studies.
8.  Prepares management studies which present findings identifying causative situations and recommending corrective action.  Conducts or participates in the discussion of findings with activity personnel.  Makes necessary adjustments based on this discussion.
9.   Performs other duties as assigned.

EXPERIENCE REQUIREMENTS: Each applicant must fully substantiate (in his/her own words) that he/she meets the requirements of the specialized experience listed below; Otherwise, the applicant will be considered unqualified for this position. GENERAL EXPERIENCE:  Experience, education, or training in administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE:  Must have at least 24 months experience which has provided a working knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience analyzing, interpreting and developing policies and procedures of local management.
KNOWLEDGE, SKILLS, AND ABILITIES:
1.  Knowledge of analytical and evaluative techniques to conduct a variety of management studies which are of a procedural or factual nature.
2.  Knowledge of administrative regulations and operating procedures to perform management studies, identifies potential problem areas, and recommends changes in existing management systems or operations.
3.  Knowledge of management principles and organizational theory, techniques, procedures, and regulations.
4.  Skill in preparing and presenting findings and recommendations.
5.  Skill in application of fact-finding and investigative techniques; oral and written communications; and development of presentations and reports.
