This is a TERM position not to exceed two years with the option to extend the appointment for up to two additional years for a maximum of four years.  The position is located in the Office of Inspector General (OIG) of the Export-Import Bank of the United States (Ex-Im Bank).

ABOUT THE AGENCY: The Export-Import Bank Office of the Inspector General (Ex-Im Bank OIG) was organized in 2007 as an independent office within Ex-Im Bank to support its mission and goals by detecting and responding to fraud, waste, and abuse involving Ex-Im Bank programs and personnel and to promote economy and efficiency in operations. The Inspector General Act of 1978, as amended, charges the Inspector General with responsibility for conducting audits, inspections, and investigations. The Inspector General keeps the Chairman of Ex-Im Bank and Congress fully and currently informed about problems and deficiencies relating to the administration of Ex-Im Bank programs and operations.

ABOUT THE POSITION: The Senior Auditor in the OIG's Office of Audit reports directly to the Assistant Inspector General for Audit (AIGA). You are responsible for independently performing both internal and external surveys, audits and evaluations of programs and activities of Ex-Im Bank in order to assess economy, efficiency, and effectiveness; program results; compliance; and financial reliability. This includes assembling information, developing and supporting significant findings, and preparing fully documented clear, concise, and cogent audit and evaluation reports which effectively meet established goals for compliance and usefulness of findings and recommendations. You may also serve as Contracting Officer Technical Representative (COTR) for approximately three or four contract auditor service providers.

You will:

  • Lead and direct the development of cross-organizational audit programs, perform internal and external audits, summarize results, and prepare reports.
  • Conduct or oversee the conduct of program, financial, information technology, and contract audits, as well as evaluations.
  • Provide technical review of work in progress of a subordinate team member and contractors, and provides advice and direction where necessary.
  • Monitor and report on the status and progress of work and reviews completed work to ensure that instructions and work priorities are accomplished and work is in compliance with applicable government and professional audit standards, as needed.
  • Prepare audit and evaluation reports and review reports submitted by assigned auditors and contractors, giving particular attention to the appraisal of operations, summary of findings, and recommendations.
  • Meet with top management officials to present findings, explain the significance of conclusions, and justify recommendations.
  • Work with OIG investigators to develop information and material relating to fraud and program irregularities for use by US Attorneys.
  • Provide audit-related testimony at hearings and court proceedings involving local and Federal criminal and civil prosecutions.

Time-In-Grade Requirements: Applicants applying under Merit Promotion must meet applicable time-in-grade requirements to be considered eligible. Time-in-grade for the GS-14 is one year (52 weeks) at the GS-13. (MUST SUBMIT AN SF-50 THAT SHOWS TIME-IN-GRADE ELIGIBILITY AS SUPPORTING DOCUMENTATION)

BASIC REQUIREMENT

In order to qualify for this position, applicants must fulfill the basic requirements via one of the two options below:

Education: Degree in accounting or auditing; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") NOTE: Applicants must submit supporting transcripts.

OR

Combination of Education and Experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law. NOTE: Applicants must submit supporting transcripts.

2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination. NOTE: Applicants must submit supporting certifications.

3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. NOTE: Applicants must submit supporting transcripts.

MINIMUM QUALIFICATIONS

In addition to meeting the above basic requirement, applicants must meet the following  minimum qualifications.

To qualify at the GS-14 level: One year of specialized experience equivalent to at least the GS-13 level in the Federal service that provided you with extensive professional knowledge of the theories, concepts, and practices of accounting and auditing and the skill and ability to apply this knowledge to auditing assignments. This experience must have included:

  • planning and executing extensive audits including cross-organizational inspections;
  • leading a team performing specific audit assignments;
  • leading audit surveys or programs;
  • conducting briefings before and after audits with management;
  • gathering, analyzing, and summarizing data and audit results;
  • writing draft and final audit reports; and
  • identifying, evaluating and recommending changes to technical writing.
