The role of this position is to assess how new capabilities will affect mission performance. This position requires access to national security information and equipment as well as assignment to sensitive duties.  

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.  Typical work assignments include:

  - Provides technical expertise to program managers or program coordinators for a specific scientific program.

 - Plans, develops, reviews, evaluates, and directly participates in the establishment and implementation of specific projects and objectives

 - Performs comprehensive research studies for substantive program initiatives.

 - Provides authoritative technical advice in own area of scientific expertise.

 - Serves as a project leader, providing guidance to team members in the form of discussions concerning research priorities, project resources, and administrative procedures.

Basic Requirements:

A. Basic Requirements: Candidates must possess a bachelor's degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

B. Combination of education and experience--courses as shown in A above, PLUS appropriate experience or additional education. The experience should have included a range of professional operations research analysis work such as conducting studies and investigations of systems and their relationships involving scientific, statistical, mathematical, and/or economic analysis using mathematical models to develop and assess methods or solve problems.

Qualifications for GS-11: In addition to the basic qualification requirements, candidates must have 1 year of specialized experience equivalent to at least the GS- 09 level in the Federal service OR Master's or equivalent graduate degree.

Qualifications for GS-12: In addition to the basic qualification requirements, candidates must have 1 year of specialized experience equivalent to at least the GS- 11 level in the Federal service OR Ph.D. or equivalent doctoral degree. Education and experience may be combined for all grade levels for which both education and experience are acceptable.

Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

GS-12: Examples of specialized experience include experience planning, developing, reviewing, evaluating, and participating the the establishment and implementation of specific scientific projects and objectives; planning methods to evaluate existing sampling and analytical instruments;performing comprehensive scientific research studies using knowledge of engineering concepts, principles and methods;developing new concepts, techniques, materials, or products based on results of research; and evaluating various technologies for efficacy within the context of operations, doctrine, and affordability.

GS-11: Examples of specialized experience include experience assisting in developing, reviewing, and participating the the establishment of specific scientific projects and objectives; assisting with planning methods to evaluate existing sampling and analytical instruments; and, assisting in performing scientific research studies using knowledge of engineering concepts, principles and methods.
