JOB SUMMARY:

BLM is seeking a dynamic and energetic individual to join the team! The BLM manages more land – approximately 253 million acres - than any other Federal agency. This land, known as the National System of Public Lands, is primarily located in 12 Western states, including Alaska. The Bureau, with a budget of about $1 billion, also administers 700 million acres of sub-surface mineral estates throughout the nation. The BLM's multiple-use mission is to sustain the health and productivity of the public lands for the use and enjoyment of present and future generations.

Travel and relocation expenses will not be paid by the Department of the Interior. Any travel, transportation and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.

This position is responsible for a variety of accounting, budgetary and financial duties. Responsibilities of the position require computer skills. Maintains working relationships with other District staff members, state office and national office personnel.

Primarily responsible for journal vouchers and refunds, adjustments and proffer accounts that have been established in the District. As required, records and maintains other District Office financial data in support of the budget planning and execution process.

Monitors remote data entry on a daily basis to ensure that financial data has processed accurately and in a timely manner. Reviews errors in data input, researches problems, and determines the proper corrective action.

Responsible for District Office credit card issuance, reconciliation, adjudication, tracking, filing and maintaining all applicable logs. Ensures that new employees are sufficiently trained and issued a government travel and/or purchase card.

Qualification Requirement Using Specialized Experience:

In order to be rated as qualified using specialized experience, we must be able to determine that you meet the definition(s) below; please be sure to include this information in your resume. To be creditable this experience must have been equivalent in difficulty and complexity to the next lower grade level of the position to be filled.

For GS-06: One year of specialized experience, equivalent to GS-05 in the Federal service, in a clerical or technical support position related to budget and accounting performing such duties as analyzing numerical data from various documents and systems, identifying problem areas, and making recommendations to resolve discrepancies, problems or problem areas; and utilizing data processing equipment which requires knowledge of word processing and ability to develop spreadsheets, utilize databases and utilize other applications particular to duty requirements; OR nine (9) semester hours of graduate level education directly related to accounting, finance and/or budget; or an equivalent combination of specialized experience and education. 

For GS-07: One year of specialized experience, equivalent to GS-06 in the Federal service, in a clerical or technical support position related to budget and accounting performing duties, in addition to the duties listed above, such as reconciling identified accounting errors and following document audit trails; and inputting and maintaining data which adheres to organizational budget guidelines, procedures, forms, formats, documents, reports and related requirements; OR one full year (18 semester hours) of graduate level education directly related to accounting, finance and/or budget; OR an equivalent combination of specialized experience and education.

This position uses the Group Coverage Qualification Standard for Clerical and Administrative Support Positions; there are no Individual Occupational Requirements for this series.

HOW YOU WILL BE EVALUATED:

KSA 1: Knowledge of basic accounting practices sufficient to reconcile identified accounting errors and follow audit trails.

KSA 2: Knowledge of data processing equipment and the ability to utilize word processing, spreadsheets, databases, and applications specific to the duties of the position.

KSA 3: Ability to follow established procedures for records creation, maintenance, and disposal, data administration, and quality control of data and records.
