This position is located in the Department of Health and Human Services (HHS), Office of the Secretary (OS), Office of the Assistant Secretary for Financial Resources (ASFR), Office of Finance (OF), Office of Program Management and Systems Policy (OPMSP), with vacancies in Washington, DC.

The mission of the Office of the Assistant Secretary for Financial Resources (ASFR) is to provide advice and guidance to the Secretary on all aspects of budget, financial management, grants and acquisition management, and the American Recovery and Reinvestment Act (ARRA or Recovery Act) coordination, and to provide for the direction and implementation of these activities across the Department. The Office of Finance (OF) ensures compliance with all applicable financial laws, sets standards for financial management systems, and develops and manages HHS financial policies.

  • Serves as the Director, Program Management Division and Deputy to the Director of the Office of Program Management and Systems Policy.
  • Exercises delegated authority for the planning, direction, and timely execution of the efforts that provide for HHS financial enterprise systems management in support of governance, lifecycle management, budgetary submissions and a full range of administration and management services through senior subordinate supervisors.
  • Identifies and integrates internal and external program issues affecting the overall organization.
  • Oversees the design, development, management, and compliance of Department-wide financial systems and its policies and standards.
  • Manages the operating budget for the Division and justifies annual budget submissions.
  • Directs highly technical and complex programs requiring coordination and collaboration with other federal agencies and HHS operating divisions to fulfill the mission and responsibilities of the office.
  • Establishes the short-term goals, priorities and schedules for completion of work.
  • Reviews legislative and regulatory proposals, policies and guidelines from a financial management perspective. 
  • Oversees the implementation, management, and operations of the governance framework for Departmental financial systems.

SPECIALIZED EXPERIENCE

Applicants must possess one year of specialized experience at the next lower grade level (or equivalent) in the normal line of progression for this occupation as stated below.

At the GS-15 level:

Qualifying experience for GS-15 includes one year of specialized experience comparable to GS-14 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is project/program management experience overseeing the design, development and management of organization-wide Oracle based financial management systems, providing authoritative guidance on compliance with Federal financial and accounting policies and standards, and implementing work plans.

  • Knowledge of financial management related policies and guidelines to determine consistency with applicable laws and regulations such as the Federal Financial Management Improvement Act, Improper Payments Information Act, Chief Financial Officer’s Act, and the Federal Manager’s Financial Integrity Act.
  • Ability to design, develop and manage enterprise financial systems, such as the Oracle Financials system.
  • Ability to provide leadership in the management, planning, development and execution of long and short term program and budget goals. 
  • Ability to serve as liaison and prepare briefing materials to advise senior management on key accounting and financial management policy issues.
