The Production Services Branch is comprised of the Remote Production Services Section and the Production Data Control Section and a Data Processing and Maintenance Staff that reports directly to the Branch Chief. The Production Services Branch is within an information technology infrastructure that is mandated to supports the Patent and Trademark business areas.  It enables the USPTO to maintain current business production, improve and enhance current business and information technology infrastructure, migrate Automated Information Systems to operate on an evolving infrastructure, and enhances and improves the tailored life cycle management process as it relates to data and application services.  The Branch performs data file creations, data file transfers, product fulfillment, media dissemination and the management of archive data files.

The Branch is also responsible for all text and image data load processes, electronic data transfers and maintenance of both domestic and foreign patent and trademark image data.  The Branch provides technical support for the loading and maintaining of all text and image data; provides data validation and error corrections to ensure quality and accuracy of all processed data and maintains the integrity of ongoing projects; ensures completeness of text and image data bases by troubleshooting and resolving data/system related problems; conducts data analysis; and creates statistical reports and metrics of patent and trademark data flow.  The Branch generates user stories, requirements, acceptance criteria and test data to support new systems and the life cycle of data projects.

  • Participates in the development of project plans, operating plans, and supporting budgets; determines scope, methods, and resource requirements and schedules for activities. 
  • Demonstrates clear awareness of budget limits to effectively balance government and contractor labor resources.
  • Provides technical direction to contractors assigned to product development and maintenance and monitors contractor performance.
  • May serve as Task Order Manager.
  • Performs data analysis, software analysis, system analysis, and design analysis of different automated information systems (AISs) to troubleshoot and resolve data and system related anomalies, verify the accuracy and integrity of the data and completeness of the database during and after the data conversion and data loading processing for numerous projects in order to produce, review, articulate and maintain statistical reports.  
  • Manages system life cycle of assigned projects, including initial conception, production planning, prototyping, testing, modification, and implementation. 
  • Manages production life cycle of assigned projects, including identifying data source, acquiring data, authoring, pre-mastering, designing, and building user interfacing, testing, and maintenance.
  • Recommends improvements in production service functions and electronic dissemination processes.
  • Provides input to requirements statements for acquisition and participates in technical evaluations where appropriate.

Specialized Experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-12 grade level in the Federal service. Specialized experience for this position is defined as experience with all of the following skill sets:

-Skill Set 1 - Job experience as a Project Manager;


-Skill Set 2 - Job experience with Waterfall and Agile/Scrum System Development Lifecycle (SDLC) methodologies;


-Skill Set 3 - Job experience with programming in all of the following programming languages: Java, C#, C++, Visual Basic modules, Oracle forms, Windows XP, Windows 7, HTML, Pearl, Pro-C;


-Skill Set 4 - Job experience working with all the following technologies:UNIX (any flavor: Linux, HP Unix, VMware, etc.), Bibliographic Retrieval Services Database, Toad, Crystal Reports, Graphical User Interface, and Oracle.
