This announcement is being used to create an inventory of qualified applicants for IT Specialist (INFOSEC) positions and will be used to fill immediate and future vacancies.

 

This position is located in the Department of Health and Human Services (DHHS), Centers for Disease Control and Prevention (CDC), Office of the Director (OD), Office of the Chief Operating Officer (OCOO), Office of the Chief Information Officer (OCIO), Office of the Chief Information Security Officer (OCISO), Atlanta, Georgia.

The incumbent develops, implements, and coordinates activities to ensure, protect, and restore IT systems, services, and capabilities. Develops guidelines and procedures to ensure information systems reliability and accessibility; conducts systems security evaluations, audits, and reviews; develops and implements guides and procedures to ensure that users are aware of, understand, and adhere to systems security policies and procedures; participates in network and systems design to ensure implementation of appropriate systems security measures; participates in the development of systems security contingency plans and disaster recovery procedures; and provides advice and guidance in implementing IT security policies and procedures in the development, maintenance, and/or operations of networked systems.

Applicants must have at least one year of specialized experience at or equivalent to the next lower grade level in the Federal service as defined in the next paragraphs. Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position.

GS-09:  Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent experience, equivalent to the GS-7 grade level in the Federal service, to include experience in assisting in maintaining the confidentiality, integrity, and availability of automated data processing operations through performance of IT security, information assurance activities; and communicating security issues and responses AND I have IT-related experience demonstrating each of the four competencies; Attention to Detail, Customer Service, Oral Communication, and Problem Solving.

GS-11:  Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service, to include experience in maintaining the confidentiality, integrity, and availability of automated data processing operations through performance of IT security, information assurance activities to protect and restore IT systems, monitoring and evaluating systems’ compliance with IT security requirements; implementing IT security policies and procedures; effectively communicating security issues and responses AND I have IT-related experience demonstrating each of the four competencies; Attention to Detail, Customer Service, Oral Communication, and Problem Solving.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

 

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:

 

For the GS-09 level:  2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree if related.

 

For the GS-11 level:  3 full academic years of progressively higher level graduate education or Ph.D. or equivalent Doctoral Degree if related.

 

COMBINATION OF EDUCATION AND EXPERIENCE:

 

You may qualify by a combination of experience and education that meets 100% of the qualification requirements for this position at both the GS-09 and GS-11 grade levels.

Conditions of Employment:

 

1. 2. 11.  Position is with the CDC Cyber Security Operations Center with responsibility for 24 hours, 7 days a week incident response.  Incumbent works as a Cyber Security Incident Response Analyst who has experience with Incident Response in an enterprise environment.

 

12.  Incumbent may be subjected to 24-hour on-call in the event of an emergency.  This service may require irregular working hours, work at locations other than the official duty station, and may include other than those duties specified in the major duties.

 

13.  Additional compensation will be made which includes evening, night and/or weekend/holiday premium pay.
