JOB SUMMARY:

The Department of the Interior is devoted to protecting and preserving the natural resources of this great nation, including National Parks, Landmarks, and the well-being of communities, including those of Native American, Alaska Natives, Native Hawaiians, and affiliated Islanders.

 

The Office of Emergency Management, Interior Operations Center (IOC) within the Office of the Secretary is searching for an experienced individual to serve as an Emergency Management, Interior Operations Center (IOC) Watch and Warnings IT Specialist.  

 

If selected you will be working in the Department of the Interior; Office of Emergency Management; Interior Operations Center (IOC), that coordinates the flow of critical information and serves as the primary center for reporting significant incidents and events.   The IOC operates 24 hours a day/7 days a week.   In addition the IOC monitors Departmental activities both national and international, notifies appropriate senior-level managers of significant events, facilitates the coordination of assets, coordinates the flow of information, provides immediate analysis of intelligence/information, and prepares reports for senior-level officials on significant activities and events within and outside the Department.

Office of the Secretary has determined that the duties of this position are suitable for specialized telework during some periods of heightened operations and the selectee may be required to telework from an alternate location as directed by their supervisor.

This is a permanent position. This position is at the full performance level.

The major duties of this position include, but are not limited to the following:

·         Collect, vet, and disseminate information and intelligence and ensure immediate notification is made to key personnel.

·         Report and track critical incidents, filing requests for assistance, monitoring on-going situations, and tracking the location of key personnel.

·         Assist in maintaining 24 hours/day 7 days/week communication capability with law enforcement, security, intelligence and emergency management agencies.

·         Assist in keeping the Secretary and senior staff apprised of current terrorism issues and other significant events.

·         Assist in the coordination of the protection and evacuation of key personnel in the event of a national emergency requiring their relocation.

·         Assist in the utilization and maintenance of the Sensitive Compartmented Information Facility location within the Interior Operations Center.

·         Assist in the establishment and subsequent operation of an offsite fully operational Watch Office in the event of a Department of the Interior evacuation.

·         Assist in the monitoring of the National Warning System and national and international events through multiple media sources for reports of catastrophic events, terrorist attacks, national emergencies, and any other activity impacting Department of the Interior operations.

·         Provide technical assistance, subject matter expertise, training, and user support to other members on IOC applications, systems, and software.

·         Administer and troubleshoot IT applications, equipment, and systems, including classified and unclassified communications systems. Coordinate with other technical experts to come up with solutions and resolve IOC IT issues as they occur.

·         Provide technical assistance and subject matter expertise to other staff members on software, applications, operating systems, protocols, and equipment used in the organization using knowledge of IT methods and practices for troubleshooting, recovering, adjusting, modifying, and improving IT systems by applying IT concepts, principles, methods, and practices to carry out assigned projects related to user support responsibilities.

To qualify for the GS-12 level, all applicants must possess at least one full year of specialized experience (equivalent to the GS-11 level).

Specialized experience is defined as experience serving as a lead advisor responsible for the completion of projects and/or assignments related to emergency management operations, law enforcement or information technology issues; and successfully managing situations such as catastrophic events, terrorist attacks or national emergencies.
