As the Office's primary administrative advisor, participates fully with the Office Director in the administrative management of the Office. The incumbent is assigned specific responsibilities for the day-to-day operations of administrative functions, including preparation and management of the Office's financial resources, human resource management, oversight of any grant and contract administrative functions, and continuous improvements in the Office's management of program operations.

Specifically, responsibilities include:

  • Administering the office's budget operations including preliminary analysis of formulation, justification, and execution;
  • Developing budget formulations and projections, performing cost benefit or economic evaluations of current and projected requirements for Office’s budget operations;
  • Identifying resources required to provide administrative support, including funding, staff, and equipment to the division;
  • Advising on the potential benefits/uses of new technology to improve the efficiency of administrative support and/or program operations;
  • Conducting studies and analyses of employee/organizational efficiency and productivity and recommending changes or improvements in organization, staffing, work methods and procedures;
  • Developing evaluation plans, procedures, and methodology for administrative operations;
  • Evaluating and advising on the organization, methods, and procedures for providing administrative support systems such as records, equipment inventories, communications and documentation;
  • Performing management surveys to determine compliance with agency regulations, procedures, and sound administrative practices;
  • Developing procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems such as those designed to prevent waste, loss, unauthorized use, or misappropriation of assets; reviewing administrative audit and investigative reports to determine appropriate changes or corrective action;
  • Analyzing management and program management information requirements to develop program and/or administrative reporting systems, including the identification of data requirements and sources, and giving consideration to the analytical techniques to be used in evaluation;
  • Analyzing and evaluating the effectiveness of program, operations in meeting established goals and objectives;
  • Administering the office's contracts;
  • In conjunction with the Office Director, develops new or modified administrative policies, goals and objectives;
  • Serving as the Office's chief administrative liaison with other organizations within the agency, with other Federal agencies, and with the scientific community.

To qualify for the GS-11, you must have one of the following: At least 1 year of specialized experience at least equivalent to GS-9 level in the Federal Service. Examples of specialized experience include: evaluating information to identify problems in procedures or work methods and recommending improvements; formatting and finalizing reports; performing daily administrative tasks, including monitoring operating budget and funds use; designing and maintaining record-keeping systems; ensuring availability of supplies and equipment; and advising on personnel and procurement matters.

OR Possess a Ph.D. or equivalent doctoral degree.

OR Possess 3 full years of progressively higher-level graduate education leading to a Ph.D. OR an LL.M., if related. OR Possess a combination of graduate level education beyond the first 2 years of progressively higher graduate study and appropriate specialized experience that together meet the qualification requirements of this position, if related.

To qualify for the GS-12, you must have 1 year of specialized experience at least equivalent to GS-11 level including considering organizational needs, training/development, and position management in recruiting; eliminating/enhancing administrative systems to meet needs; reviewing and consolidating budget estimates; preparing budget justifications; analyzing and forecasting demand for goods and services including nature, type, and cost of goods and services needed; and preparing space layouts & assessing space utilization.

Education may be substituted for experience as described in "Qualifications."
