The General Counsel serves as the chief legal adviser and advocate for the Director, and the National Science Foundation, in general. The General Counsel and OGC are responsible for the entire range of legal issues at the Foundation.

The primary purpose of this position is to serve as one of NSF's environmental compliance experts and to ensure that the assigned NSF programs satisfy legal responsibilities with respect to compliance with applicable environmental statutes and regulations.
Works with NSF Program Officers and NSF awardees to ensure NSF's legal responsibilities comply with the National Environmental Policy Act, the National Historic Preservation Act, the Endangered Species Act, and other applicable federal environmental statutes and regulations, including NSF's regulations at 45 CFR Part 640.
Serves as a Contracting Officer's Technical Representative (COTR) to ensure preparation of Environmental Assessments (EA) and Environmental Impact Statements (EIS) satisfy legal responsibilities and compliance with applicable environmental regulations.
Serves as the chief point of contact to the NSF assigned programs for environmental compliance guidance and support to ensure consistent policy and technical assistance and training is provided to NSF Program Officers and other staff.
Provides environmental review of NSF funded projects and, consistent with NSF's regulations at 45 C.F.R. Part 640, makes determinations on environmental compliance with applicable statutes and regulations to ensure a streamlined, legally-sufficient, and consistent approach to environmental compliance throughout the NSF.
Communicates orally and in writing regarding environmental compliance matters, including conducting briefings, giving oral presentations at conferences and writing reports and letters.
Works within the agency and outside of the agency to find ways to streamline and manage programmatic approaches to environmental compliance by participating in interagency collaboration efforts to determine similar agency activities for which NSF can work jointly with other federal agencies to carry-out environmental compliance responsibilities with the goal of saving the resources of the agencies involved.

To qualify at the GS-12 level, you must have at least one year of specialized experience equivalent to the GS-11 level in federal service serving as an environmental compliance expert. Examples include: ensuring compliance with agency/organizational environmental compliance policies; completing an initial review of Environmental Assessments and Environmental Impact Statements prepared by contractors; and drafting correspondence, presentations and/or materials for training on environmental compliance matters.
To qualify at the GS-13 level, you must have at least one year of specialized experience equivalent to the GS-12 level in federal service serving as an environmental compliance expert. Examples include: interpreting environmental laws; recommending environmental compliance policies; reviewing Environmental Assessments and Environmental Impact Statements prepared by contractors; preparing documentation of categorical exclusions; and developing presentations on environmental compliance matters.
To qualify at the GS-14 level, you must have at least one year of specialized experience equivalent to the GS-13 level in federal service serving as an environmental compliance expert. Examples include: interpreting & ensuring compliance with environmental laws; developing environmental compliance policies; completing thorough reviews of Environmental Assessments and Environmental Impact Statements prepared by contractors; preparing documentation of categorical exclusions; and making environmental compliance presentations.
Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
