NATIONAL GUARD MEMBERSHIP IS REQUIRED:  This is an excepted position that requires membership in a compatible military assignment in the New York Air National Guard.  Selectee will be required to wear the military uniform.  Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. 

 

This position is located in the Medical Group at an Air National Guard (ANG) Wing and reports to the Health System Specialist.

The primary purpose of the position is to serve as the functional expert for issues pertaining to Aerospace Medicine and Force Health Management programs.   Incumbent manages essential programs, which impact individual medical readiness (IMR) and personnel fitness for continued worldwide deployability.    The position occupant serves as a member of or an advisor to, management boards and committees as well as Wing leadership regarding Force Health Management and Aerospace Medicine.

In order to meet the minimum qualifications for this HEALTH TECHNICIAN position, you must meet the following criteria.

 

GENERAL EXPERIENCE: 

Exerience, education, or training which provided a basic knowledge of principles and practices related to the health care delivery system.

 

SPECIALIZED EXPERIENCE:

Must have at least 18 months experience, education, or training which provided a working knowledge of missions, organization, programs and requirements of health care delivery systems.  Experience analyzing and recommending solutions to complicated problems.  Experience developing and implementing various policies and procedures used in the state medical programs.  Experience involving various administrative areas such as budget, personnel and public relations within a medical activity. 

  

KSA's:

Candidates will be evaluated on the basis of the KSA's listed below.   Applicants are encouraged to address the KSA's in their application or resume or by submitting a supplemental statement with their application.   Written response to each KSA will ensure that specialized experience criteria is recognized and credited.

 

1.  Knowledge of the mission, organization, requirements and procedures of military medicine to provide guidance and assistance on multiple policies and quality assurance relating to health care programs.   Extensive knowledge of medical entitlements, civilian and military health care systems, and managed care programs available to traditional guard members and individuals on Active Guard/Reserve status.  

 

2.  Knowledge of medical terminology, anatomy, and physiology.   Knowledge of, and skill in applying, an extensive body of rules, regulations, procedures and precedents relating to the physical standards program and ability to resolve complex procedural and substantive problems.

 

3.  Knowledge of physical examination techniques to include taking and recording blood pressure, pulse, height, weight, routine visual acuity testing, interpretation of hearing tests and other related techniques.   Knowledge of medical terminology, anatomy, physiology, aero medical principles, flight physiology, diagnostic criteria, preventive medicine, routine laboratory and radiological procedures, and other medical procedures to properly evaluate and assess the medical background of members for qualification.

 

4.  Knowledge of information management systems utilized for aerospace medicine and force health protection programs to include PIMR, AIMWTS, PEPP, GMIS and other related programs and the ability to compile various special and recurring reports utilizing these systems.  

 

5.  Knowledge of DOD, OSHA, Military Health Services Systems, USAF, ANG, Federal, state, and local policies and directives to administer medical unit programs.  Knowledge of aerospace medicine in order to administer the related programs of occupational/physical examinations and flight medicine to ensure personnel readiness and mission effectiveness.  

 

6.  Knowledge of the medical records program with the ability to maintain medical and dental records, analyze records and audit data, and identify trends and patterns and report results to leadership fro corrective action.   

 

MILITARY REQUIREMENTS:  Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

HOW YOU WILL BE EVALUATED:

All qualified applicants will be forwarded to the selecting official, unless there are more than seven qualified applicants.  In this case, the evaluation procedures in DMNA PAM 690-4, Chapter 5 will be used to further screen candidates prior to referral.  A panel of three members will be appointed to rate the candidates using the KSA factors.  Experience will be evaluated in terms of type and quality in relation to the requirements of the position.  Length of service or experience will only be used when there is a clear relationship with quality of performance or when necessary to break ties when all other ratings are equal. 

 

Following the determination of basic eligibility of the candidates as outlined in DMNA PAM 690-4, Chapter 5, qualified applicants will be referred to the selection official in the following sequence: 

 

1.  Category I:  All excepted service technicians in the New York Army National Guard  for Army technician vacancies and all excepted service technicians in the New York Air National Guard for Air technician vacancies, working at the location specified in the job announcement where the vacancy exists.

 

2.  Category II:  All currently employed excepted service technicians in either the New York Army or New York Air National Guard. 

 

3.  Category III:  Qualified members of the New York National Guard (Army or Air), to include AGR personnel and temporary and Indefinite technicians, or other individuals who are willing to become members of the New York Army or Air National Guard. 

 

* If there are fewer than three qualified applicants in Category I, then qualified applicants from Category II, III will be forwarded to the selection official, in sequential order, to provide at least three qualified applicants.
