JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission.  They provide the skills that are not readily available in the military, but crucial to support military operations.  The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:

This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.

The mission of the United States Army Intelligence Center of Excellence (USAICoE) is Leading, Training, Equipping and Supporting the world's premier corps of Military Intelligence Professionals who imbued a warrior spirit, self-discipline and mutual respect. The incumbent will be part of a tem supporting all levels of the Intelligence Center.

Manages and conducts staff and faculty training courses to include Army Basic Instructor (ABIC); Systems Approach to Training (SAT); Test Development Workshop; Small Group Instruction (SGI) Course; Advanced Instructional Methods (AIMS) Course; and other special training requirements.  Designs and develops instructional materials, schedules classes, manages course admissions, evaluates/mentors student progress, and maintains course records and statistics.  Reviews instructional methods and materials from other sources and determines applicability in meeting current training needs.  Stays abreast of programs, systems, and trends relevant to instructor training and certification, staff and faculty development, multimedia training technology, and new developments in distance learning applications.  Consultant to instructors, evaluators, and supervisory personnel on matters relating to staff and faculty training, education problems, practices, policies, and regulations.  Assume instructional duties to include teaching Staff and Faculty Division courses and evaluating student presentations.    Responsible for maintenance and accountability of all IT equipment and automation systems to include software applications and updates and hand receipt holder for the Staff and Faculty Division property.  Supports administration of the Staff and Faculty Program.

Specialized Experience: To Qualify applicants must possess one year of specialized experience equivalent to the next lower grade/level GS/GG-11.  Specialized experience is defined as: Experience in managing and organizing training programs to include two or more of the following: developing instructional materials, scheduling classes, managing course admissions, evaluating student progress, and maintaining course records. Experience presenting formal instruction to train students utilizing one or more skills and techniques such as: lecture, conference, demonstration, and/or practical exercises.

 

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:  

  • Training Instruction
  • Course Management
  • Oral & Written Communication

 

NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency so long as it was at a level at least equivalent to the next lower grade in the series. 


Education may be substituted for experience.

Education:  Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to a Ph.D. or LL.M that demonstrates the knowledge, skills, and abilities to do the
work.  One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study.  If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

Combination of education and experience.   To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 54.  Add the two percentages.  The total percentage must equal at least 100 percent to qualify.

CONDITIONS OF EMPLOYMENT:

Must be able to obtain and maintain a Top Secrert security clearance based on a single-scope background investigation (SSBI) with eligibility for sensitive compartmented information (SCI).

In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.

Temporary Duty (TDY) Travel is 10% or less of the time.

 

HOW YOU WILL BE EVALUATED:
