NT-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NT-03 (GS-09/10) in the Federal service or equivalent experience in the private or public sector analyzing and advising on programs related to international sales and secure transfer of armaments. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Examples of qualifying experience include:
--conducting studies of operating processes/procedures to identify, analyze and recommend solutions to problems
--evaluating armament sales or transfer agreements for compliance with international policies and regulations
--executing and monitoring armament sales cases activities to ensure commitments and requirements are in compliance with schedules and project plans
Education may be substituted for specialized experience as follow:
Successful completion of a Ph.D. or equivalent doctoral degree. OR, successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree. OR, successful completion of an LL.M. degree related to program analysis. OR, a combination of experience and graduate education as described above that equates to one year of experience.
NT-05: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NT-04 (GS-11/12) in the Federal service or equivalent experience in the private or public sector analyzing and advising on foreign military sales and secure transfer of armaments. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Examples of qualifying experience include:
--planning, scheduling and conducting projects and studies to evaluate and recommend ways to improve foreign military sales operations
--directing and controlling projects and support activities to ensure compliance with policies, regulations, and guidelines
--developing new or modified work methods/processes, guidelines or procedures
--planning, coordinating and executing foreign military sales cases activities to ensure conformance with schedules and project plans

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. Applicants should meet the DAWIA Certification requirements for the Program Management - International Career Field and be certified at Level II at the time of application.
