The Human Resources Specialist in the Office of Administrative Services/Human Resources Operations Division/Employee Services Branch is responsible for highly technical work in the areas of selection and placement of employees.  The specialist provides advisory services to managers to assist them in filling positions from sources which best meet the needs of the organization in terms of productivity, short and long term staffing plans, and total objectives, including affirmative action, diversity, and Equal Employment Opportunity. The work is fast-paced, diverse, and ever-changing and is appealing to those with good communication and analytical skills.

Who May Apply:

Duties

As a Human Resources Specialist, you will:
* Implement the merit staffing program by ensuring that all human resource actions comply with the provisions of the applicable merit staffing plan and negotiated agreements (if applicable).
* Implement the delegated examining program by ensuring that all human resource actions comply with the provisions of OPM's Delegated Examining Handbook.
* Serve as a technical advisor to rating panels/evaluation officials.
* Select appropriate staff acquisition methods to identify highly qualified candidates to fill vacant positions.
* Conduct qualifications analyses for all types of positions filled including the most complex professional and administrative positions.
* Conduct staff acquisition using an automated staff acquisition system or a manual process contingent upon customer requirements.
