THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT. The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions. This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.

 

This position is located in the Engineering Department of the Supervisor of Shipbuilding (SUPSHIP), Conversion and Repair, United States Navy (USN), Groton, Connecticut. The selectee will serve as a Senior Electronics Engineer and SUPSHIP Groton’s technical representative responsible for performing contractor surveillance and for reviewing, evaluating, and/or recommending changes for nuclear powered submarines under construction, overhaul, or repair.

KEY REQUIREMENTS

As a Professional Electronics Engineer, your duties may include, but are not limited to:

·         Ensuring contractor compliance with contractual requirements governing the installation and testing of all Electronic System on assigned ship Classes, ships undergoing-construction, Post Shakedown Availability (PSA) and any major/minor availabilities.

·         Reviewing and resolving design modifications, installation deficiencies, test failures, material failures, and test form reviews.

·         Utilizing Electronic and Electro-Mechanical systems that are continually being improved or replaced by the latest state-of-the-art equipment including ship’s power systems and nuclear control and instrumentation.

FOR THE GS-12 POSITION: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private or public sector as a professional engineer providing technical guidance to other engineers and technicians on the timely execution of submarine electronics design projects. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. 

Examples of qualifying experience include:

·         Reviewing design modifications, installation deficiencies, test failures, and material failures for electronic and electro-mechanical systems of a submarine;

·         Resolving electronics installation, testing, equipment failures or test failures to avoid increased costs and schedule conflicts;

·         Identifying problems and issues caused by other interfacing systems, components, and equipment and their impact on submarine installation, testing and certification.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional training, experience and possibly education.   Applicants should meet the DAWIA Certification requirements for the SPRDE-Systems Engineering Career Field and be certified at Level II at the time of application.   If you possess DAWIA Certification, please indicate your Career Field and Certification Level information in your resume.

EDUCATION:

 

The Office of Personnel Management has identified the following minimum educational requirements for this position:

 

Successful completion of a professional engineering degree from an ABET-accredited college or university.  –or-

 

Successful completion of a degree with curriculum in differential and integral calculus, with additional courses in five of the following seven areas of engineering science of physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics; or electronics. –or-

 

Combination of education and experience that is equivalent to a professional engineering degree. Professional Engineering Registration to demonstrate the adequacy of education and experience. –or-

 

Combination of education and experience that is equivalent to a professional engineering degree. Successfully passed the Engineer-in-Training (EIT) examination, which demonstrates the adequacy of education and experience. –or-

 

Successful completion of a degree with at least 60 semester hours of courses in  physical, mathematical, and engineering sciences, and in professional engineering curriculum (as described above). –or-

 

Successful completion of a degree in engineering technology or in an appropriate professional field, (e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) and at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
