JOB SUMMARY:

Hawaii Army National Guard

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard.  Selectee will be required to wear the military uniform.  Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.  Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

LOCATION: Plans, Operations and Training Office (G-3) - JFHQ, Hawaii Army National Guard, Honolulu, Hawaii.

FIRST RECRUITMENT AREA: Present commissioned officers (O5 [promotable to O6] thru O6) of the U.S. Armed Forces within the State of Hawaii. 

SECOND RECRUITMENT AREA: Present commissioned officers (O5 [promotable to O6] thru O6) of the U.S. Armed Forces.

SUMMARY OF DUTIES: 

This position directs the Army National Guard (ARNG) plans, operations, training, readiness and mobilization programs for federal and state missions.  In addition, it plans operations for Army and Air National Guard units in support of state missions. 
• Serves as the primary staff officer for the formulation of plans, policies, and the programming and budgeting data pertaining to training, operations and security.  
• Provides management guidance and leadership to subordinate personnel as the program manager for the directorate.
•  Assesses, interprets, and adapts National Guard Bureau (NGB), Forces Command (FORSCOM), Training and Doctrine Command (TRADOC), Continental United States Army (CONUSA), and Commander-in-Chief (CINC) intent into training guidance and directives for command elements. 
• Responsible for tasking actions to coordinate the Joint Force Headquarters (JFHQ) staff directorates, units, and the functional areas to ensure timely and accurate actions. 
• Advises the TAG and NGB on the condition and progress of programs and initiatives of the directorate.
• Exercises oversight/execution of the coordination for support of training, operations, and organizational functions in readiness and immediate military response to natural or manmade situations and emergencies. 
• Manages State Partnership Program (SPP) which requires meeting on a regular basis
with senior State Department officials, foreign ambassadors, and senior officials with nongovernmental agencies and international agents.

QUALIFICATIONS REQUIRED: If your resume does not include a narrative description of how you meet the GENERAL and SPECIALIZED experiences, you may lose consideration for this position. Ensure that the Questionnaire is completed on the Application Manager.

GENERAL Experience: Experience, education, or training which provided a general knowledge of principles of organization, management, and administration.  Experience using computer and automation systems.

SPECIALIZED Experience: Must have at least 36 months experience, education or training program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. 

MILITARY TECHNICIAN COMPATIBILITY: Prior to placement in this position, the selected candidate must be assigned to a valid position militarily in Officer Branch: 01A.


SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE

Completion of courses such as the Officer Advanced Course, Squadron Officer School, Command and Staff College, Air and Army War College, National Security Management Course and others of comparable level will be credited at the rate of one month of education for two months of specialized experience.  To be creditable, applicants must submit transcripts, diplomas or other forms of completion certificates to provide verification of courses.

NOTES TO APPLICANTS:

a.  The purpose of this announcement is to establish a list of eligibles.  Eligibles on this list will be given automatic consideration for position vacancies occurring during the six months period following the close of this announcement.

b.  Situations of inversion of military rank are not permitted, i.e., a military technician may not be military senior to his or her full-time supervisor.

c.  Permanent change of station (PCS) expenses may not be authorized for this position.  Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.

d.  In addition to your application, documents of last performance appraisal must be submitted.  If the performance appraisals are not available, documents of past civilian performance, letter of recommendations, and or military performance may be submitted.  These documents will be evaluated as part of the selection process.

e.  Applicants may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into, such as, but not limited to military bearing leadership, or ability to work with others (teamwork) in a military environment.

f.  Final selection will be based upon qualifications, suitability, and available manpower resources.

g.  This employer will provide the Social Security Administration (SSA) and if necessary, the Department of Homeland Security (DHS) with information from each new employee’s Form I-9 to confirm work authorization. 

h.  Selectee may be scheduled for formal training at the Professional Education Center (PEC) within the first six months of employment.  Unless there are extenuating circumstances, failure to complete National Guard Bureau prescribed courses at PEC within the first year of employment, may be cause for reassignment to other full-time positions or termination of employment.

i.  The compatible military duty assignment listed is broad in scope and does not mean that such military assignments are authorized/vacant.  The selecting official reserves the right to select the most compatible and available military assignment.  Unless otherwise stipulated in this announcement, such military assignment must be in the same unit by which employed (or a unit that is supported by the employing activity).

j.  Applicants in the rank of O-5 must meet the required time and grade/service and have completed the military education for immediate promotion to O-6.
