The Louis Stokes Cleveland VA Medical Center is a 673-bed tertiary healthcare facility which provides care to over 100,000 veterans in northern Ohio. The Louis Stokes Cleveland Veterans Affairs Medical Center is recruiting for a Psychologist to work in Home Based Primary Care. The Psychologist will make home visits to veterans with complex medical and psychosocial conditions. The Psychologist (Home Based Primary Care) will work out of the Mansfield Outpatient Clinic in Community Outpatient Service. The tour of duty will be from 8:00 a.m. to 4:30 p.m., Monday - Friday. The Psychologist (Home Based Primary Care) duties include:

  • Making home visits to veterans with complex medical and psychosocial conditions.
  • Providing full range of behavioral health diagnostic services using appropriate assessment instruments and structured interviews
  • Generating psychological reports based on assessments
  • Providing full range of patient care interventions, including individual therapy and specialized interventions such as behavior management
  • Developing and implementing detailed treatment plans for full range of psychological services based on data gathered in assessment
  • Independently exercises authoritative judgment in the adjustment of treatment plans
  • Continuously monitoring patient’s progress and determining when reassessment is appropriate
  • Working with other professionals or as a key team member as part of a medical care team providing comprehensive psychological or behavioral health care
  • Screening, assessing, diagnosing, and treating of Axis I and Axis II conditions, with an emphasis on the application of time-limited, evidence-based interventions
  • Assessing and intervening for subclinical symptoms, such as dysphoria, anxiety, adjustment difficulties and excessive use or misuse of alcohol or other drugs
  • Screening for cognitive deficits to address specific functional questions or determine if referral is needed for neuropsychological or dementia assessment
  • Performing competency assessments when questions arise about a patient’s ability to make medical decisions, perform specific functions, or live independently
  • Assuming responsibility for professional development by attending relevant training and regularly reviewing the professional literature to improve clinical competencies

Basic Requirements:

  • Must currently possess a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA). The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed.
  • Must have successfully completed a professional psychology internship training program that has been accredited by APA. Exceptions: (1) new VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Central Office of Academic Affiliations at the time that the individual was an intern and (2) VHA facilities who offered full one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement.
  • Must currently hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia. NOTE: (VHA may waive the requirement for an individual psychologist for a period not to exceed 2 years from the date of employment on the condition that such a psychologist provide care only under the supervision of a psychologist who is licensed. Non-licensed psychologists who otherwise meet the eligibility requirements may be given a temporary appointment as a graduate psychologist. Failure to obtain licensure during the two year period will result in termination of employment.)

Grade Determinations:

GS-11: None beyond basic requirements.

GS-12 Specialized Experience:

In addition to the basic requirements, at least 1 year of experience equivalent to the GS-11 level in the Federal service. An example of 1 year of experience at the GS-11 level would be working as a staff psychologist diagnosing mental disorders, conducting psychological and/or neuropsychological assessments, treating mental disorders through a variety of modalities, and providing adjunctive interventions for treatment of medical disorders. Also, the individual will be in the process of obtaining licensure at the independent practice level.

GS-13 Specialized Experience:

You must have one year of experience equivalent to the GS-12 level in the Federal service, and hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia. An example of 1 year of experience at the GS-12 level would be working as an unlicensed staff psychologist practicing under the supervision of a licensed psychologist, but with less need for consultation than at the GS-11 grade level and may be assigned to any program area.
