Major Duties:

·         Develops and manages the Department’s “Critical Acquisition Position” list to support the development of highly qualified and certified acquisition professionals for assignment to critical programs and contract support positions.

·         Develops policies and procedures to integrate the Department’s overarching acquisition framework and related business management systems.

·         Establishes program management doctrine and develops program management policies and procedures to standardized proper activities throughout the Department

·         Develops and manages an acquisition corps training and certification program for the Department to develop a professional acquisition workforce.

·         Supports the Department’s Chief Acquisition Officer and senior leadership in fulfilling the acquisition program management oversight function of the Department.

Qualifications must be met by the Closing Date: You must meet all qualification and eligibility requirements by Thursday, July 18, 2013.

At least one year of specialized experience at the GS-14 level of the Federal Government or higher, or equivalent in other pay systems, that provided the applicant with the knowledge, skills, and abilities to perform the duties of this position. This experience should include the following: serving as a first level supervisor of an acquisition training program; managing strategic planning and succession planning for an acquisition workforce; providing supervisory oversight and solutions; and developing program management and related policies and procedures to standardize program management activities.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.

·         Background Investigation: You may need to successfully complete a background investigation before appointed into the position.

 

·         Supervisory Probationary Period: You may be required to serve a one year supervisory probationary period.

·         Skill in developing and implementing acquisition human capital training and certification measurements/metrics.

·         Skill in developing and make recommendations for policies and procedures to standardize program management activities.

·         Ability to identify and manage cross project dependencies and have sufficient insight of the risk, issues, requirements, or solutions to usefully manage the program.  

·         Skill in providing an enhanced level of supervision in monitoring the various phases of program activities and be responsible for overall operational and program supervision which is delegated and specialized to the agency.

·         Ability to communicate clearly and concisely verbally with leaders at all levels up to and including the Department Secretary, as well as with senior leaders in other government agencies.
