This position is located in an Air National Guard (ANG) Base Contracting Office.

The incumbent is responsible for numerous contracting transactions such as assisting and participating in contract negotiation for supply and services acquisition, and construction to include facility modification, rehabilitation, new construction, and facility maintenance. Assists with the total range of contracting actions from acquisition planning, solicitation actions, contract award, contract administration and contract closeout procedures.

In order to meet the minimum qualifications for this  CONTRACT SPECIALIST  position, you must meet the following criteria.

 

GENERAL EXPERIENCE: 

  1. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

WITH

  1. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree.)

 AND

       C.   The Defense Acquisition Workforce Improvement Act (DAWIA) dictates specific education, training requirements, knowledge and experience factors for Acquisition Corps Officers and individuals holding Contracting Officer positions above the simplified acquisition threshold must meet certain criteria.   Groupings of education, training and experience standards provide the framework for progression in a career field and are used for the purpose of characterizing an acquisition officer's qualifications within a given career field.   If applicants have not completed all the training required for their current position, they may not be considered as candidates to fill the vacant position on a promotion basis.   If prevented from completing mandatory courses, this certification must be met within 24 months of selection. The three career levels are:

  

Level I: Basic or Entry level positions at GS-5 to GS-9.  

Level II: Intermediate or "Journeyman" level positions, GS-9 to GS-12.

Level III: Advanced or Senior level positions, GS-13 and above.

 

SPECIALIZED EXPERIENCE:

GS-05 - Must have at least 6 months experience equivalent to at least GS-5 or 1 full academic year of graduate education, law school, or superior academic achievement.   As well as applicants must have completed two years of experience in contracting positions, which must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled, and must have completed mandatory contracting courses for a GS-7 position.

 

GS-07 - Must have at least 12 months experience equivalent to at least GS-5 or 1 full academic year of graduate education, law school, or superior academic achievement.   As well as applicants must have completed two years of experience in contracting positions, which must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled, and must have completed mandatory contracting courses for a GS-7 position.

 

GS-09 - Must have at least 12 months experience equivalent to at least GS-7 or 2 full academic years of progressively higher level graduate education, or master's or equivalent graduate degree or LL.B. or J.D. Additionally, all applicants must have completed two years of experience in contracting positions, which must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled, and must have completed mandatory contracting courses for a GS-9 position.

 

KSA's:

Candidates will be evaluated on the basis of the KSA's listed below.   Applicants are encouraged to address the KSA's in their application or resume or by submitting a supplemental statement with their application.   Written response to each KSA will ensure that specialized experience criteria is recognized and credited.

 

1.  Knowledge of federal contracting laws and Department of Defense (DOD), Army, NGB, and local purchasing and contracting regulations, directives and procedures governing contracting activities.

 

2.  Knowledge of sealed bidding procedures sufficient to develop contracts for a variety of supply, service and construction requirements.

 

3.  Knowledge of contract negotiation techniques sufficient to negotiate and administer contracts where the contracting actions are well defined and precedents are available.--Knowledge of contract administration principles/practices to monitor contractor performance and solve problems relating to contract modifications, contract progress, contract payments and other similar problems.

 

4.  Knowledge of business practices necessary to analyze the contractor's ability to perform the contract.

 

5.  Knowledge of specific contractual requirements, terms and conditions, and pricing provisions necessary to evaluate costs, to analyze effects of contractor change proposals, and to develop positions for negotiating fair and reasonable settlements.

 

6.  Knowledge of procurement monitoring and management control techniques necessary to monitor the contractor's financial and business conditions and to detect indicators having an adverse impact on contract performance.

 

7.  Knowledge of technical, oral, and written communications skills. Must be capable of acting as a team chief and lead negotiator when contract negotiation is necessary.

 

8.  Knowledge of the Base Contracting Automated System (BCAS).

 

MILITARY REQUIREMENTS:  Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

All qualified applicants will be forwarded to the selecting official, unless there are more than seven qualified applicants.  In this case, the evaluation procedures in DMNA PAM 690-4, Chapter 5 will be used to further screen candidates prior to referral.  A panel of three members will be appointed to rate the candidates using the KSA factors.  Experience will be evaluated in terms of type and quality in relation to the requirements of the position.  Length of service or experience will only be used when there is a clear relationship with quality of performance or when necessary to break ties when all other ratings are equal. 

 

Following the determination of basic eligibility of the candidates as outlined in DMNA PAM 690-4, Chapter 5, qualified applicants will be referred to the selection official in the following sequence: 

 

1.  Category I:  All excepted service technicians in the New York Army National Guard  for Army technician vacancies and all excepted service technicians in the New York Air National Guard for Air technician vacancies, working at the location specified in the job announcement where the vacancy exists.

 

2.  Category II:  All currently employed excepted service technicians in either the New York Army or New York Air National Guard. 

 

3.  Category III:  Qualified members of the New York National Guard (Army or Air), to include AGR personnel and temporary and Indefinite technicians, or other individuals who are willing to become members of the New York Army or Air National Guard. 

 

* If there are fewer than three qualified applicants in Category I, then qualified applicants from Category II, III will be forwarded to the selection official, in sequential order, to provide at least three qualified applicants.
