This position is located in Region 6, on the Blue Mountain Ranger District of the Malheur National Forest in John Day, OR.

This is a Forestry Technician (Timber Stand Improvement) of the Malheur National Forest. The position is responsible for performing technical duties in timber stand improvement, reforestation, and tree improvement.

The incumbent will be guaranteed 13 pay periods of full-time work. However, there may be a possibility to work more. You will then be placed in non-pay / non-duty status for the remainder of the year.

Performs reforestation and stocking surveys in accordance with established procedures to determine planting needs, need for site preparation, plantation conditions, and seedling survival.

Collects technical data needed to prescribe stand treatment; measurements include radial growth, basal area, site index, stand density, stand condition, etc.

Serves as Contracting Officer or inspector on specific contracts as assigned and/or supervises force account projects.

Ensures all provisions are enforced and proper measures are taken to protect or enhance values in accordance with contract objectives.

You must possess the Basic Requirements identified below to be considered eligible for this position. Transcripts must be provided for qualifications based on education. Your application or resume must clearly show that you possess the appropriate experience requirements.

Applicants may qualify based on one or more of the following: specialized experience, undergraduate level coursework, graduate level coursework, or a combination of specialized experience and either undergraduate or graduate level coursework. Please carefully review the requirements listed at each grade level as they differ.

For the GS-5 eligibility level: One year of specialized experience equivalent to at least the next lower grade level or equivalent combination of education and specialized experience. The education must have been obtained in an accredited college or university by the U.S. Department of Education and demonstrate the knowledge, skills, and abilities necessary to do the work.

OR

Successful completion of a full 4-year course of study leading to a bachelor's degree (a) with major study in forestry, range management, agriculture, or a subject-matter field directly related to the position, or (b) that included at least 24 semester hours in any combination of courses such as those shown above for GS-4. No more than 6 semester hours in mathematics is creditable.

OR

Combination of Education and Experience: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements shown above for only the GS-5.

Specialized Experience is defined as one or more of the following: prepared a land unit for planting, thinning, or fertilizing, prepared maps and provided data for contract preparation and unit examination, kept records on the results of routine vegetation or timber tests and sampling procedures, and/or prepared test reports using well-established guidelines to compute, compile, and present data, performed inspections to determine tree species and conditions, suitability of areas for replacing or inter-planting, competing vegetation species and density, and evidence of animal, insect, or disease damage, and performed technical support assignments in a silviculture-related area, such as timber or wilderness management.

For the GS-6 eligibility level: You must possess at least one year of specialized experience at or equivalent to the next lower grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position.

One year of specialized experience equivalent to at least the next lower grade level (GS-05). Examples of specialized experience that meet this requirement include: inspected silvicultural contract work (e.g., genetic tree improvement, planting, thinning, seeding, site preparation) for compliance with contract, explained steps necessary for compliance to contractor and reports violations to Contract Officer Representative, examined plantations to assess numbers of tree seedlings present, condition, and growth and survival rates, and evidence of animal, insect or disease damage, and selected prospective parent seed trees using established procedures to determine which trees have superior growth characteristics.

Substitution of Education for Experience: For the GS-06 there is no substitution of education for experience for this position.

For the GS-7 eligibility level: You must possess at least one year of specialized experience at or equivalent to the next lower grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position.

One year of specialized experience equivalent to at least the next lower grade level (GS-06). Examples of specialized experience that meet this requirement include: assisted in the preparation of project work plans for timber stand improvement and reforestation activities. determined the need for site preparation, plantation conditions, and the survival rate of seedlings, performed surveys to determine stand conditions and the need for precommercial thinning and/or treatment, and conducted on-site observation of contractor or agency crews engaged in timber stand improvement or reforestation efforts.

OR

Substitution of Education for Experience: At least one year of graduate level education (18 semester/27 quarter hours) with courses such as natural resources management, forest economics, forest ecology, forest resource management, forest biometry, and agroforestry systems. Transcripts (unofficial or official) are required at the time of application. Education cannot be credited without your transcripts.

OR

Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements. Your experience must be detailed in your resume to receive full credit and transcripts are required. Education may only be substituted in accordance with the Office of Personnel Management (OPM) Qualification Standards Handbook.
