This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS).  The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level.  The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

The organizational location of this position is:  NAT AIR/SPCE INTEL CENTER, Wright-Patterson AFB, OH

 

 

Duties:

 

·         The primary purpose of this position is to provide expert advice and guidance to the Logistics Director, deputy Logistics Director, and Division Chiefs on the development of plans, programs, budgets and financial/contracting actions. 

·         Serves as the directorate focal point for the use, planning, implementation, and management of all directorate financial processes.

·         Serves as directorate spokesperson at the NASIC Financial Working Group and is responsible for developing and presenting directorate recommendations, policies, and requirements.

·         Provides guidance to directorate management on how to structure and prioritize current and future plans and programs. 

·         Develops long range plans, initiatives, and other resource requirements for inclusion into national-level resource organizations such as USAF GDIP staff.

·         Manages all directorate budget submissions.  Identifies external funding sources and opportunities. 

·         Develops policies, techniques, and procedures to streamline financial management processes.  Ensures all future programs are structured to comply with higher architectural standards and requirements.

 

ADDITIONAL INFORMATION:  This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS.  This position is in the Excepted Service.

SPECIALIZED EXPERIENCE:  Applicants must possess at least one (1) year of specialized experience at the next lower qualifying pay band or equivalent grade under the General Schedule (GS/GG) pay system or other pay systems.  To be creditable, your resume must further reflect specialized experience, demonstrating quality in the knowledge, skills, abilities and competencies to meet the requirements of this position. Examples of qualifying specialized experience include comprehensive knowledge of financial planning and management services, extensive experience in evaluating acquisition actions/documentation, and advising leadership on all matters pertaining to the annual budget for program requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 

    1. Comprehensive knowledge of a wide range of concepts, such as the DoD principles and policies of financial management. 
    2. Knowledge and understanding of the NASIC facility engineering processes to apply this knowledge in developing sound financial strategies and methodologies. 
    3. Requires a thorough understanding of the NASIC organizational structure and its decision making process. 
    4. Thorough understanding of the theory and practice of planning, programming, budgeting, and accounting. 
    5. Ability to effectively communicate directorate requirements and decisions to internal and external clients. 
    6. Working knowledge of intelligence Community’s organizational relationships and management of the intelligence requirements and production processes. 
    7. Ability to present budgeting and planning status in written and/or oral form in clear understandable fashion to a variety of audiences and management echelons. 
    8. Requires incumbent to keep abreast of and to master all new DoD financial policies, procedures, and developments, to apply those practices to change directorate procedures for compliance; and to increase directorate efficiency and effectiveness.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

1.    Position may require extended hours of work in the evening, weekend, or holidays under the pressure of planning or programming submissions, resource obligation, or expenditure deadlines.

2.    Constantly changing policies, procedures and guidance; internal and external time constraints inherent when dealing with funding can cause a higher level of stress than is found in the typical administrative office.

3.    TDY travel by military and/or commercial aircraft is required for mission purpose and/or training.

4.    Frequent use of a computer workstation and telephone are essential.  There is also more than the usual levels of personnel traffic in and out of the office.

5.    The incumbent is expected to use the principles of total quality, as set forth in NASIC corporate goals.

6.    Employee is required to submit an initial and annual SF-450 (Financial Disclosure) in accordance with the Joint Ethics Regulation.

7.    Position is designated critical-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance.

8.    Drug Testing: This position has been designated by the Air Forces as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.  Employee must pass initial and periodic short notice drug testing.  Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
