JOB SUMMARY:

Come join the United States Court of Appeals for the Eleventh Circuit!

The Clerk’s Office of the U.S. Court of Appeals for the Eleventh Circuit is accepting applications for the position of Systems Analyst/Programmer. 

This is a temporary position not-to-exceed September 30, 2013. Note:  Three individuals will be hired for this position.  

The selected candidate will be subject to a background check as a condition of employment.

Reimbursement for expenses associated with interview(s) and/or relocation is not available.

The Systems Analyst/Programmer reports to the Assistant Circuit Executive for Information Technology. 

The incumbent will be responsible for modifying and adapting existing systems and/or designing and building new systems to meet the needs of the court unit.

The incumbent will conduct research, analyze options, and communicate the results of the analysis.

Responsible for writing code and meeting with end users to analyze their needs to implement software solutions.  Responsible for the design, development, and support of application software, and develops using multiple programming languages.  Provide systems, web and software development services utilizing the following: Platform (RedHat, SUSE Linux and Microsoft servers), Web Servers (Apache, Tomcat and IIS), Program Languages (VB.NET, C#, PHP, JavaScript, HTML and XML), Databases (Informix, MySQL and SQL Server, Tools and Other Technologies (Ajax, Crystal Reports, Drupal and SharePoint, Visual Studio, Server Studio and Visual Source Safe).  Perform routine testing.  Provide analysis and recommendations to court users in user needs and software requirements to determine feasibility of design within time and cost constraints.

A minimum of two years of experience with programming languages, databases, and application design, including at least one year equivalent to work at Classification Level 25 (CL-25).  Thorough knowledge of computer systems and networks. Skill in writing computer programs for various purposes.  Ability to lift and move equipment up to 50 pounds is required.  Applicant must be a United States citizen or eligible to work for the federal government.

PREFERRED QUALIFICATIONS AND SKILLS:

Knowledge of computer systems and networks, including skill in determining causes of operating errors.

Knowledge of applicable programming languages, databases, and application design.

Skill in generating or adapting programs, equipment and technology to serve user needs.

Skill in writing computer programs for various purposes, including skill in writing program documentation.

Skill in advising non-automation personnel in automation techniques and processes.

Skill in analyzing court information technology needs, including software evaluations.

Ability to meet established deadlines and commitments.

Excellent understanding of coding methods and best practices.

 

Technically proficient in:

Ability to consistently demonstrate sound ethics and judgment.

Ability to communicate effectively (orally and in writing) to individuals and groups to provide information.

Ability to interact effectively and appropriately with others, providing customer service and resolving difficulties while complying with regulations, rules, and procedures.

Skill in translating and documenting technical terms into non-technical language.

Demonstrated ability to meet deadlines.

Ability to comply with the Code of Conduct for Judiciary Employees and court confidentiality requirements.

SPECIALIZED EXPERIENCE:   Progressively responsible experience related to the technical aspects of information technology and data communications and their applications, including the accomplishment of computer project assignments that involved systems analysis, design, programming, implementation, integration, and management.

Temporary employees accrue sick leave at the rate of 4 hours per bi-weekly pay period.  If the appointment exceeds 90 days, the employee will also accrue annual leave at the rate of 4 to 8 hours per bi-weekly pay period, depending on length of federal service.  Temporary employees serving under appointments of one year or less are not eligible to receive other employee benefits.
