This position is located in Fiscal Service at the Central Arkansas Veterans Healthcare System in North Little Rock, AR.

 

Major duties and responsibilities include: 

  • Serve as the Chief Financial Officer (CFO) for the medical center and primary operations manager for Fiscal Service
  • Establish and maintain an integrated system of financial staff services, which contribute to effective management control over facility program operations
  • Provide analysis and advice on financial matters to program officials, managers, and resource administrators
  • Perform duties associated with the management and control of resources or funds such as providing financial statements to operating program officials for planning and conducting studies and independently preparing reports identifying problems areas and recommendations for improvement
  • Perform duties involving the analysis and forecasting of the usage of funds within programs
  • Provide timely financial advice required to make effective decisions and provide proper program planning
  • Oversee the facility’s budget operations and establish budget policy
  • Perform budget formulation including preparing detailed analysis and estimates of annual funding needs for one or more future budget years
  • Prepare justification for estimates to be used in the presentation of the budget, present justifications and estimates for the budget to top management officials
  • Perform budget execution duties such as analyzing and evaluating the effects of program plans and budget issues, entering, evaluating, adjusting, and consolidating budgetary data for viable overview of the financial status of operations
  • Follow allotment to the facility in accordance with the Fiscal Plan
  • Distribute cost ceilings to management officials responsible for programs, maintain accounting records to prevent over-obligation, and periodically analyze funds to identify possible trends which may result in a surplus or shortage of funds

Work Schedule: Monday - Friday 8:00 a.m. - 4:30 p.m.

To qualify for this position you must first meet one of the following Basic Requirements:

  • Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (TRANSCRIPT REQUIRED) ~OR~
  • Combination of education and experience – at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. (TRANSCRIPT REQUIRED) The applicant's background must also include one of the following:

1.    Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; ~OR~

2.     A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; ~OR~

3.     Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement described above, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year degree described above; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

~AND~

In addition, you must also meet the Minimum Qualification Requirement Below:

GS-14: One (1) year of specialized experience equivalent to at least the GS-13 level in the Federal section which is typically in or related to the line of work of the Financial Manager and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include having served as a financial expert planning, designing, coordinating, implementing, and maintaining the budget for a large complex integrated healthcare system providing authoritative advice and counsel to senior management officials on complex financial management activities performing duties which include financial statement preparation, managing audits, and corrective action plans; planning, establishing and managing complex financial management and accounting programs including developing policies and implementing major financial management systems; and serving as an expert on the financial, cost accounting and reporting concepts and principles, performance management concepts and internal control processes.

~AND~

A Quality Ranking Factor* has been requested by the facility to help determine which of the basically qualified applicants are likely to be better qualified for a position. The quality ranking factor for this position is: "I have one or more years of experience as a Chief Financial Officer, or Assistant Chief Financial Officer, or equivalent at a large complex medical facility or healthcare system managing all facets of an annual budget exceeding 400 million dollars."

*Quality Ranking Factors are skills, knowledge, abilities, or other worker characteristics which could be expected to result in superior performance on the job. Quality ranking factors will not be used for screening, but may be used as ranking criteria. Applicants with higher proficiency levels may rank above those with lower proficiency levels on a quality ranking factor. 

You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position (Narrative responses not required):

  • Knowledge of the theory, principles, concepts, and practices of accounting and ability to apply this knowledge to broad and difficult assignments
  • Comprehensive knowledge of and ability to apply laws, regulations, policies, and procedures requiring in-depth expertise in financial theory, techniques, and methodologies
  • Ability to develop and install accounting systems and the ability to develop and implement accounting principles and standard covering operations to solve difficult problems in maintaining accounting systems
  • Ability to communicate clearly and effectively in person and in writing and to deal tactfully with internal and external groups and individuals regarding the coordination of policies and procedures

PHYSICAL REQUIREMENTS: The work is primarily sedentary. The employee usually works in an office setting.

Applicants will be ranked based on four quality groups, as follows:

  • Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;
  • Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;
  • Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and
  • Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.
