If you have experience developing detailed plans, goals, and objectives for the long-range implementation, and administration of programs AND you want to play a significant role in a dynamic organization, then consider joining the NIH National Library of Medicine (NLM)! This position is located in the Department of Health and Human Services (HHS), National Institutes of Health (NIH), National Library of Medicine (NLM), Division of Extramural Programs (EP).

More than just a library!

Although the National Library of Medicine (NLM) is the world's largest library of the health sciences, with a collection of more than 7 million items, the Library also conducts research in biomedical communications, creates databases and search tools for molecular biology information resulting from the Human Genome Project, creates specialized information services in the areas of toxicology and environmental health and supports a nationwide network of medical libraries.  The Library's various Web-based databases are the world's most consulted medical information resources for scientists, health professionals, and the public.  Visit http://www.nlm.nih.gov/ for more information.

As a Program Analyst, you will:

  • Establish study methods and techniques to be utilized in studies and audits;
  • Interpret findings resulting from studies that are independently developed;
  • Analyze and evaluate, on a quantitative and/or qualitative basis, the effectiveness of programs or operations in meeting established goals, measures, and objectives;
  • Recommend improvements to promote efficiency and cost savings;
  • Develop various statistical tables and reports, or new or modified work methods, management processes and procedures for administering program services, guidelines and procedures for program operations; and
  • Review, monitor, analyze, and evaluate financial, narrative, and statistical reports and program data.

To qualify for this position at the GS-11 level, you must have at least one (1) year of qualifying experience equivalent to at least the GS-9 level in the Federal service;

 

OR

 

Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related;

 

OR

 

Have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position. 

 

Examples of qualifying experience includes: analyzing and evaluating the effectiveness of program operations, gathering and organizing statistical information, and developing reports of recommendations for modifying, revising, or implementing procedures to improve the effectiveness and efficiency of program operations.
