JOB SUMMARY:

The Office of the Inspector General (OIG) has as its primary mission the detection and deterrence of fraud, waste, and abuse in the administration of over $30 billion in Federal funds each year by the U.S. Department of Housing & Urban Development (HUD).

Through its programs, largely carried out by thousands of approved lenders and public housing authorities throughout the United States, HUD expands housing opportunities for American families by extending such benefits as mortgage insurance and rental subsidies for qualified persons. Employees of the OIG help to ensure that HUD funds are used only for the purposes for which they are intended, thereby ensuring maximum benefit to the American public. HUD OIG is recruiting to build, sustain, and deploy a skilled, knowledgeable, diverse, and high-performing workforce to meet the current and emerging needs of government and its citizens.

    The following are the duties of this position at the GS-13 level. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As an Auditor, you will:

    • Plan, direct, and execute audits of diverse activities that are nationwide in scope and/or that require the development and application of new approaches for the evaluation of programs, operations, or controls over financial processes and reporting.
    • Review legislation, reports, financial analyses and statements, and other background information and hold discussions with program personnel in order to become familiar with program and financial reporting requirements and operations; determine any potential problems; develop required connections to offices, organizations, and program personnel; and identify preliminary scope and course of audit activities. 
    • Develop the audit plan. 
    • Conduct and direct actual audit. 
    • Develop and/or modify methods to ensure thorough and accurate data is collected. 
    • Review team or individual findings and identify issues covering such areas as administrative, program and financial controls, program procedures, allocation and expenditure of funds, potential fraud and/or waste, adherence to legislation, agreements, contracts, and other program requirements.
    • Develop an audit report or significant sections of an audit report explaining program differences or weaknesses in internal control over financial reporting and recommending improvements to program operations where it is typical that differing points of view are strongly held.

    BASIC EDUCATION REQUIREMENTS:

    A. Degree: accounting and/or auditing; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours or equivalent in accounting and/or auditing. The 24 hours may include up to 6 hours of credit in business law. (The term 'accounting' means 'accounting and/or auditing' in this standard. Similarly, 'accountant' should be interpreted, generally, as 'accountant and/or auditor.')

    OR

    B. Combination of education and experience--at least 4 years of experience in accounting and/or auditing, or an equivalent combination of accounting and/or auditing experience, college-level education, and training that provided professional accounting and/or auditing knowledge. The applicant's background must also include one of the following:

    1. Twenty-four semester hours or equivalent in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours or equivalent, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher-level professional accountants and/or auditors has determined that the applicant has demonstrated a good knowledge of accounting and/or auditing and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph (A); and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

    QUALIFICATIONS

    Specialized Experience:  You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience includes conducting segments of audits; preparing work papers using an automated auditing software; attending interviews and meetings to observe and learn interviewing and presentation techniques; obtaining statements, records, and reports for review and analysis; and researching laws, regulations, guidelines, procedures.

    OR

    You may substitute education for specialized experience as follows: 1 year of graduate-level education or superior academic achievement based on a bachelor's degree that is demonstrated through class standing (upper 1/3 of class), grade point average (2.95/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national honor society.

    OR

    You may qualify by a combination of experience and education. Experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
