WHAT DOES A INFORMATION TECHNOLOGY SPECIALIST DO? As a Information Technology Specialist you will analyze customer requirements and correlate data from a wide variety of sources in order to make recommendations. In this position you will coordinate enterprise systems changes for ongoing modernization activities; lead multifunctional development projects in software analysis, design, development, and implementation. You will make recommendations for the operational management of and the planning and implementation of enterprise initiatives and software distribution framework that is based on the review and analysis of IRS IT requirements. The various projects have an impact on broad agency goals. They deal with multiyear plans, new cutting-edge technologies or issues, and develop new policies or make significant changes to existing policies that have IRS-wide impact.

As a Information Technology Specialist you will:

  • Lead the implementation of security programs to anticipate, assess, and minimize system vulnerabilities.
  • Review proposed new systems, networks, and software designs for potential security risks.
  • Assess systems and design methodologies to improve software quality, accurately representing customer requirements, and effectively measuring software development risk.
  • Develop contingency plans (Disaster Recovery or Business Continuation Plans for information technology systems) and building in systemic redundancy to ensure availability and accessibility of network resources.
  • Develop and implement new data management schema and coordinate the development of data structures and accessing strategies.
  • Coordinate the installation, configuration, maintenance, and upgrade of enterprise management software.
  • Provide advice on the establishment of an operational support structure in order to maintain the continued operations.
  • Establish standards and configure control using a change management process related to enterprise systems such as Messaging, Windows Platforms, Enterprise Systems Management and other related systems.

    QUALIFICATIONS/ELIGIBILITY REQUIREMENTS: You must meet the following eligibility and basic qualification requirements by the closing date of this announcement.

    GS-14 LEVEL: At least one year of specialized experience equivalent to the grade 13 that demonstrated accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated through assignments that required the ability to analyze a number of alternative approaches in the process of advising management concerning major aspects of ADP system design. This would include defining what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project. To be qualifying, your experience must be sufficient to demonstrate knowledge in the interrelationships of multiple IT specialties, IT architecture, new IT developments and applications, emerging technologies, IT security concepts, standards, and methods; project management principles, methods, and practices including developing plans and schedules; estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments; and oral and written communication techniques.

    In addition: Applicant must have specialized experience in administering the HP ProtectTools consisting of HP Service Manager, HP Asset Manager, Service Catalog and Universal Configuaration Management Database (UCMDB). Applicant must also have systems development life cycle (SDLC), project management requirements, incident management, operations/maintenance and testing/documenting/deploying system configuration changes to large systems and infrastructure.
