REQUIRES: One (1) year of specialized experience that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in Federal service. Examples of specialized experience include: providing program oversight, leadership and instruction to employees using fleet vehicles and business credit cards; overseeing the safe operation and maintenance of fleet equipment; preparing cost and purchasing related reports; developing procedures to maximize efficiency of procurement activities; ordering replacement equipment for vehicles; familiarity with procurement and contract administration; and using Microsoft Excel and Word to input/retrieve data, create spreadsheets/reports To receive credit for these skills they must be documented in your resume.
SUBSTITUTION OF EDUCATION: A master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D. in a related field such as public administration, business administration, industrial engineering, industrial management or other administrative or management fields from an accredited institution that demonstrates your ability to perform the duties of this position may be substituted for the experience required. COMBINATION: A combination of specialized experience and graduate level education as described that demonstrates your ability to perform the duties of this position is fully qualifying at the GS-09 grade level. To receive credit for these skills they must be documented in your resume and transcripts are required.
You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:
1. Knowledge of fleet management and ability to provide oversight, leadership and instruction to employees using business vehicles and credit cards.
2. Administrative skills and knowledge of general office practices/procedures.
3. Ability to effectively prioritize work assignments.
4. Knowledge of a variety of computer software programs in order to create/edit documents, collect/analyze data and store/retrieve information.
5. Ability to communicate effectively, both verbally and in writing, with people from varying backgrounds and different levels of understanding.
PHYSICAL REQUIREMENTS:Work is primarily sedentary, although some slight physical effort is required. The position involves walking, standing, bending, and carrying of light items such as books and supplies. Driving motor vehicles and travelling is required for inspection of maintenance, repair work, vendor compliance, etc.

HOW YOU WILL BE EVALUATED:
Applicants will be ranked based on four quality groups, as follows:
- Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;
- Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;
- Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and
- Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.
After the vacancy announcement closes, reviewed applications are evaluated against the questionnaire responses and placed in the appropriate quality group. Qualified veterans will be afforded preference by being placed at the top of the appropriate quality group. Qualifying veterans with a service-connected disability of 10% or more will be placed at the top of the best qualified group.
