This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS).  The GG-15 duties for the "Supervisory/Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level.  The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

The organizational location of this position is:  SPACE/MISSILE SYS CE, Los Angeles AFB, CA.

 

 

Duties:

 

·         The primary purpose of this position is to serve as a second line supervisor, responsible for providing Space and Missile Systems Center (SMC) organization with a comprehensive suite of business planning and financial management services. 

·         Structures assignments and assigns work to subordinates based on priorities and deadlines, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. 

·         Applies extensive experience in evaluating proposed acquisition actions/documentation (including Program Management Directives, System Acquisition Management Plans, Acquisition Strategy Plans, economy Act Orders, etc.) and recommending suitable business approaches. 

·         Develops and implements financial policy and procedures for the organization and implements Center, Command, and Air Force financial policy.

·         Validates essential financial information identified by subordinates for development of plans such as Financial Plans, Financial Forecasts, Program Plans, and Organizational Strategic Plans.

·         Performs technical review and oversight of financial and cost analyses.

 

 

 

ADDITIONAL INFORMATION:  This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS.  This position is in the Excepted Service.

SPECIALIZED EXPERIENCE:  Applicants must possess one year of specialized experience at the next lower qualifying pay band or equivalent grade under the General Schedule (GS/GG) pay system or other pay systems.  To be creditable, your resume must further reflect specialized experience, demonstrating quality in the knowledge, skills, abilities and competencies to meet the requirements of this position. Examples of qualifying specialized experience include comprehensive knowledge of financial planning and management services, extensive experience in evaluating acquisition actions/documentation, and advising leadership on all matters pertaining to the annual budget for program requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: INSERT KSA's here

1.  Knowledge of USAF, OSD, and federal financial management processes and fiscal law is required.

2.  Knowledge of Budget Policy, processes, and DoD’s Planning, Programming and Budgeting System (PPBS) is required.

3. Knowledge of Weapon System Acquisition policies and procedures is required.

4. Skill in personnel management and supervision:  Planning, organizing, and directing assigned functions, and in mentoring, motivating, and appraising the staff of an organization through subordinate supervisors. 

5. Skill in financial analysis is required, i.e., in identifying and analyzing cost-effectiveness in relationships between all aspects of financial management, which are subject to significant and continuing flux over time.

6. Skill necessary in performing complex mathematical problems concerning cost estimating techniques. In-depth knowledge of statistical tools required to develop, through complex regression techniques, cost estimating relationships for use in parametric cost estimates.

7. Skill in oral and written communication is required.

8. Ability to deliver briefings is required.

9. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

1.    Safeguards classified or sensitive information and/or files.

2.    The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

3.    Position manages through subordinate branch chiefs and contractors, who direct substantial workloads comparable to the GS-12 or higher level.

4.    This is a Critical Acquisition Position (CAP).  Unless specifically waived by the appropriate Component Official (i.e., the Director of Acquisition Career Management for the Component, the Service Acquisition Executive, or the Service Secretary) or if the employee is “grandfathered” under 10 U.S.C. 1733 and 1737:

a.     Employee must be a member of the Acquisition Corps at the time of employment.

b.    Employee must execute, as a condition of appointment, a written agreement to remain in the Federal service in this position for at least three years.  In signing such agreement, the employee does not forfeit any employment rights, nor does such agreement alter any other terms or conditions of employment.

5.    Employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the position.

6.    Employee is expected to meet Continuing Acquisition Education Requirements.

7.    Employee is required to submit an initial and annual SF-450 (Financial Disclosure) in accordance with the Joint Ethics Regulation.

8.    Position is designated critical-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance.

9.    Drug Testing: This position has been designated by the Air Forces as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.  Employee must pass initial and periodic short notice drug testing.  Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

10. CDFM-A (Certified Defense Financial Manager and Acquisition Specialty) is highly desired.
