BASIC REQUIREMENTS: All applicants must meet the following basic requirements and specialized experience listed below:
A. A Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees and
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management (This requirement can be obtained within the degree or in addition to the degree).
NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in DoD on or before September 30, 2000 are exempt from meeting this requirement.
POSITIVE EDUCATION REQUIREMENTS: This position has a Positive Education Requirement. In order to verify that you meet the positive education qualifications for this position, you should submit a complete copy of their transcripts or an itemized list of college courses which includes equivalent information from the transcript (Course title, semester/quarter hours and grade). SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position. Specialized experience must demonstrate the following:
- Experience preparing solicitations, and determining sources to be solicited.
- Experience conducting pre-bid conferences and processing protests.
- Experience determining bids responsiveness and determining the responsibility of the apparent low bidder based on analysis of financial and technical information gained during the pre-award survey and recommends awarding the contract.
- Experience monitoring contractor performance based on the completion schedule required by ensuring timely submission of technical progress reports, detecting labor standards violations, and monitoring the contractors use of government furnished property inventories and issuing change orders.
- Experience handling pre-award and post-award functions involving construction, service and/equipment contracts including complexities such as fixed price and cost contracts, inclusion of special provisions (government furnished property, and quality assurance inspections).
QUALITY RANKING FACTOR: This position has a Quality Ranking Factor (QRF). This is a quality ranking factor that could be expected to enhance significantly the performance of the applicant in the position. The actual QRF is Level II certification in the Contracting field. You do not have to possess the factor in order to be rated eligible; however, applicants possessing the factor will receive additional points. Possession of the factor must be verifiable via your resume OR submitting a copy of the certification with you application.
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. Applicants should meet the DAWIA Certification requirements for the Contracting Career Field and be certified at Level I at the time of application.
