This position is located in the State Army Aviation Officer (SAAO),  Joint Force Headquarters. Serves as the analyst responsible for accomplishing program planning, budgeting, analysis and evaluation of Army National Guard aviation programs in a state.

(1) Analyzes funding for Flying Hour Program (FHP), Counter-Narcotics Program (CNOPS) and Additional Flight Training Periods (AFTPs) to aid effectiveness and to identify deficient areas or trends. Independently or as assigned undertakes projects which involve surveys, comparisons and studies of current and past operations. Normally defines requirements and extent of study, methods and sources used, and manner of presentation. Determines the significance of the computed statistics, interprets results and states conclusions developed. Determines deficiencies and high failure and man-hour consumption areas. Makes constructive recommendations for improving aviation operation methods and procedures. Compares aviation requirements with actual performance and determines the effectiveness of the operation. Accomplishes field surveys for the purpose of developing job standards on aviation surveys.

 

(2) Reviews, evaluates and analyzes obligations and expenditures. Prepares aviation summaries from reports submitted by subordinate AASFs (Army Aviation Support Facilities). Summarizes and interprets significant data collected and relates this data to aviation plans, standards and actions; identifies and analyzes deficiencies in resource consumption, training, workload and scheduling, and evaluates deviations from standards, plans and estimates to determine cause and impact on aviation mission.

 

(3) Assists SAAO in interpretation and utilization of reports and information provided. Develops various visual media to present trends, performance status, capability and related management information. Aids functional areas in identifying areas of record documentation and procedures which can be streamlined, combined or improved and initiates methods to operate under the new or revised system. Implements the ARNG Internal Controls Program.

 

(4) Advises management when manpower authorizations, based on analytical and statistical studies, appear unbalanced. Identifies and validates the manning required to support the mission assigned the organization by the use of various forecasting and statistical techniques. Evaluates changes in the aviation operation plan for programs that will affect the FHP and training capability forecast.

 

(5) Performs duties of management information systems manager for the SAAO. Analyzes automation needs and recommends systems architecture for all aviation operations. Develops, collects, and maintains various data used to evaluate and improve the aviation maintenance effort. Monitors data input and output products between the aviation budget function and data automation. Evaluates data from any source which is significant to the aviation program operation.

 

(6) Based upon budget guidance received from higher headquarters, develops an annual budget for the aviation program. Reviews prior and current budgets/funding trends, compiles funding projects and prepares funding recommendations. Anticipates requirements for aviation funds by reviewing execution plans and recommends appropriate action such as reprogramming funds from one project or facility to another to correct funds shortages. This requires close coordination with the facility and comptroller personnel, and an in-depth understanding of the status of the projects and contracts, their completion status and their significant to ensure that the recommendations made will allow for the successful completion of the SAAO's work load and programs. Reviews the status of program milestones and aviation projects and certifies payment of funds after it has been determined that the requirements have been properly satisfied.

QUALIFICATION REQUIREMENTS: To be qualifying, experience must have been progressively responsible with increasingly difficult and complex duties. Experience must have been at the next lower or second lower grade or its non-federal equivalent.

 

*CREDITING EXPERIENCE: NATIONAL GUARD SERVICE MAY BE CREDITED AS FULL-TIME EXPERIENCE WHEN EVALUATED AGAINST THE QUALIFICATION REQUIREMENTS FOR A MILITARY TECHNICIAN POSITION. SPECIALIZED EXPERIENCE:

 

GS-9 must possess at least 24 months of specialized experience which has provided a working knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience analyzing, interpreting and developing policies and procedures of local management. Experience which demonstrates the ability to apply practices, theories, techniques, and methods of management of the organization. Experience which demonstrates the ability to gather, assemble, and analyze facts, draw conclusions and develop solutions to assigned problems. Experience working with people from various trades and backgrounds to elicit their cooperation to perform specific tasks, comply with regulations, laws and practices. Experience in comparing figures in relationships between program plans and budgetary data; monitoring and tracking of obligations and expenditures; and expressing thoughts in a logical written format.

 

GS-7 must possess at least 12 months of specialized experience which has provided knowledge of the Nebraska Guard organizational structures, functions, procedures and techniques. Experience applying practices, theories, techniques, and methods of management. Experience working with people from various trades and backgrounds to elicit their cooperation to perform specific tasks, comply with regulations, laws and practices. WHAT TO EXPECT NEXT:

Once the online questionnaire is received you will receive an acknowledgement email that your submission was successful. After a review of your complete application is made, you will be notified of your rating and or referral to the hiring official.  If further evaluation or interviews are required you will be contacted.
