JOB SUMMARY:

The Division of Library Services (DLS) is the focal point for the exchange of biomedical and scientific information vital to the support of the research activities conducted at the National Institutes of Health.   DLS also provides information services and resources to several other agencies within the Department of Health & Human Services.

The Information Resources and Services Branch (IRSB) is responsible for:    1) providing outreach and leadership for digital initiatives; (2) the content of the Library's collections including the selection, evaluation, and de-selection of all books, journals, indexes, reports or other material in both print and electronic formats; (3) the licensing, acquisition, management, and preservation of library digital and print collections; (4) maintaining vendor/publisher relations to assure uninterrupted access to digital and print resources; (5) managing the Library's bibliographic and other databases to provide online access to collections; (6) responding to the bioinformatics information needs of NIH researchers by offering training, software/tools, and expert consultation and support for analyzing large-scale or high-throughput bioinformatics data.

If selected for this position, you will:

 

  • deal with subscription vendors and publishers world-wide to establish, maintain, and improve library arrangements for electronic resources procurement;
  • serve as a subject-matter expert on the negotiation of license agreements for electronic journals, e-books and databases;
  • maintain an ERM (electronic resources management) system for tracking electronic resources;
  • oversee the selection of relevant materials for a select set of subject areas;
  • engage in dialogs with NIH authors, partners, publishers, and other HHS libraries to address current and new issues associated with scholarly communication;
  • serve as a team leader or coordinator for various projects in the Branch;
  • coach and mentor team members;
  • present at conferences, symposia, meetings, and training programs.

Qualification Requirements:

You must meet the requirements specified in paragraphs A or B below.

A. Completed one (1) full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree;

OR

B. Have a total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the you must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

 

In addition, you must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal Service obtained either in the public or private sector. Examples of qualifying experience include: dealing with subscription vendors and publishers to procure electronic resources materials; negotiating license terms with publishers and intermediaries for electronic resources; maintaining an ERM (electronic resources management) system for tracking electronic resources; selecting relevant materials for a set of subject areas; making recommendations for electronic resources; and developing mechanisms to facilitate data archiving, warehousing and mining capabilities.
