JOB SUMMARY:

BPA has been powering people and careers for 75 years. We provide clean, emissions-free electricity to the Pacific Northwest and maintain a high voltage transmission system to deliver that electricity. BPA is a not-for-profit federal electric utility. Our high-voltage transmission grid comprises more than 15,000 miles of lines and associated substations in Washington, Oregon, Idaho and Montana. BPA markets more than a third of the electricity consumed in the Pacific Northwest. The power is produced at 31 federal dams operated by the Army Corps of Engineers and Bureau of Reclamation and one nuclear plant in the Northwest and is sold to more than 140 Northwest utilities. BPA purchases power from seven wind projects and has more than 4,700 megawatts of wind interconnected to its transmission system.

The Chief Auditor provides direction and leadership in the planning, development, and administration of management control processes, which are necessary to perform the critical mission and support activities required of the organization. These activities include establishing collaborative relationships with client organizations, forming early partnerships in establishing adequate management controls, developing both relationship-building and analytical skills in audit staff, and demonstrating broad familiarity with competitive business environments and best practices.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

BASIC REQUIREMENTS

A. Applicants must show successful completion of a full four-year course of study in an accredited college or university leading to a bachelor's or higher degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester/36 quarter hours in accounting. The 24 semester/36 quarter hours may include up to 6 semester/9 quarter hours of credit in business law. (The term "accounting" means "accounting and/or auditing". Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor".)

B. Combination of education and experience--at least four (4) years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include ONE of the following:

--Twenty-four semester/36 quarter hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 semester/9 quarter hours of business law;

--A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

--Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester/22 quarter hours, but that does not fully satisfy the 24-semester-hour/36-quarter-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the four-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester/36 quarter hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

ADDITIONAL EXPERIENCE REQUIREMENTS

In addition to meeting the basic entry qualification requirements, applicants must have had one (1) year of specialized experience equivalent to at least GS-14.

Applicants possessing experience equivalent to one or more of the following will satisfy the specialized experience requirements:

--Served as chief audit executive or audit director for an audit services organization;

--Experience serving as a technical expert for a wide variety of auditing projects involving the analysis and assessment of comprehensive or major programs;

--Performed long-range planning and policy development for substantive agency/organizational audit programs where precedents were scarce or non-existent and where there were major areas of uncertainty in approach or methodology; or

--Supervised or led a professional audit staff responsible for performing financial, operational, performance or other audits.

About the Internal Audit organization

Under the general direction of the Deputy Administrator, the Chief Auditor leads BPA's Internal Audit (DN) organization. The internal audit program develops and executes risk-based audit assurance and consulting services to support the governance objectives of BPA executive management and the BPA Audit and Internal Controls Committee (AICC). Internal Audit also functions as BPA's point of contact and coordinator for: (1) reviews and audits conducted by the DOE Inspector General (DOE-IG) and Government Accountability Office (GAO), and other external reviewers; and (2) referral of possible instances of fraud, waste, abuse, or mismanagement to the DOE-IG.

BPA is seeking candidates who possess outstanding leadership skills and documented capacity to serve as a member of a dynamic senior management team. Candidates must be able to affect change in institutional culture and operations in a decentralized, multifunction environment, and will have substantial internal audit and audit management experience, with increasing levels of responsibility, and demonstrated knowledge of and ability to implement best practices.
