This position is located in the U.S. Coast Guard, Assistant Commandant for Resources, Division of Financial Operations/Comptroller, Washington, DC.

Under the general direction and supervision of the Coast Guard Director of Financial Operations/Comptroller, the incumbent will serve as the Chief of the Office of Financial Systems Business Requirements (CG-86).

 

Being a CG civilian makes you a valuable member of the CG team.  Typical work assignments include: 

 

- Supervising team members through coordination with team leads and military officers, who provide day-to-day direction and guidance regarding team member work assignments and performance.

- Identifying and evaluating weaknesses and gaps between current and proposed system operations and requirements from the Inspector General (IG), Government Accountability Office (GAO), Office of Management and and Budget (OMB), Treasury, legislation, Federal Accounting Standards Advisory Board (FASAB), Financial Systems Integration Office (FSIO), and other bodies.

-Managing financial management system (FMS) improvement and/or replacement teams including support and process teams.

-Providing regular briefings to governance bodies and other Coast Guard and Department of Homeland Security leaders as appropriate.

In addition to the education requirements applicants must have one year of specialized experience equivalent to the GS-14 grade level in the Federal service, which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. 

 

Examples of Specialized Experience include: the ability to directly and indirectly supervise subordinate employees; assign direct and review their work, plan and carry out training and development; and solve problems related to the work supervised; expert knowledge of financial management, fiscal and accounting theories, concepts, principles, and procedures, and generally accepted accounting principles and standards in the United States; ability to review, analyze and evaluate automated and/or manual accounting and financial management systems; ability to interpret complex financial and accounting data and provide appropriate analysis for management's use in decision-making; extensive knowledge of state-of-the-art automated accounting and financial management systems


This position does have a positive education requirement. Applicants must meet the following basic education requirement:

 

a) Degree: Accounting; or a degree in a related field such as Business Administration, Finance, or Public Administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing". Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

 

-OR-

 

b) Combination of education and experience with at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education and training that provided professional accounting knowledge. Background must also include one of the following: 1) 24 semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2) a certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3) completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
