About the Position:
This position is with the Internal Review and Audit Compliance (IRAC) Office at Fort Bliss, TX. The incumbent serves as an Accountant (Internal Review Evaluator) responsible for examining and addressing accounting, financial, and managerial issues.

Fort Bliss supports over 30,000 troops, and has undergone the largest postexpansion in the Army. It is the home of the 1st Armored Division, FORSCOM deployable units, and has a full scope of base support elements. You will serve at a developmental level as an Accountant (Internal Review Evaluator), responsible for applying professional knowledge of accounting and auditing theories, principles, practices, and related regulatory and statutory requirements to identify instances of non-compliance with laws and regulations, and internal control weaknesses. Under close direction of supervisor or higher graded employees, you will perform a variety of tasks designed to provide training and experience in the following: routine or limited quick response reviews, consulting and advisory services, risk management, liaison with external audit organizations, audit compliance and follow-up. Assisting higher-graded evaluators with complex reviews. Assisting in the preparation of audit guides, working papers, and audit reports in accordance with auditing principles and guidelines.

In order to qualify, you must meet the education and/or experience requirements described below. Basic Requirement:

A. Have a Bachelor's degree in accounting.


B. Have a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.


C. Have a combination of education and experience that includes at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.


D. Have a combination of education and experience that includes at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND a certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination.


E. Have combination of education and experience that includes at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.


Experience required: For the GS-07 level: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: at least one year of experience equivalent to the GS-05 level in the Federal service which includes experience in applying basic accounting and auditing principles and practices, providing assistance in the process of reviewing operational programs or systems to determine compliance with regulations by gathering program or system data, identifying unusual and questionable data or trends, and developing draft reports on findings.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service. You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

1. Knowledge of accounting and auditing principles and practices.

2. Ability to evaluate automated accounting systems, programs, and data.

3. Skill in verbal communication.

4. Skill in written communication.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below:

• Have one year of graduate-level education in a related field such as accounting or auditing.


• Combinations of successfully completed education and specialized experience described above may be used to meet total qualification requirements at the GS-07 level.
