What General Information Do I Need To Know About This Position?

This position is being filled under the TCF Recent Graduates Program.   TCF is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions.   The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field.

Individuals selected for these positions are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location.

If selected for the TCF Recent Graduate Program, you will follow a formal training plan for 2 years. During the first year, you will be under a temporary appointment in the excepted service. Participants who are successfully meeting the requirements at the end of their first year are eligible for conversion to a permanent appointment or a term appointment (1-4 years in duration) without further competition.     This conversion is at the agency's discretion.

Selectees will be required to sign Mobility, Training, Continued Service and Participant Agreements.

What are the Eligibility Requirements?

In order to be eligible for an appointment under the TCF Recent Graduate Program you must meet the following requirements:

  • You must be a recent graduate who has completed, within the previous two years, an associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution such as an accredited technical or vocational school; a 2- or 4-year college or university; a graduate or professional school (e.g., law school, medical school); or a post-secondary home school curriculum. Note: Certificate program is defined as post-secondary education in a qualifying educational institution equal to at least one academic year of full-time study that's part of an accredited college-level, technical, trade, vocational, or business school curriculum.
  • Veterans (as defined in 5 USC 2108) who, due to military service obligation, were precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period described above have a full 2-year period of eligibility upon their release or discharge from active duty; however, this eligibility period cannot extend beyond 6 years from the date of completion of the requirements of an academic course of study.

VA Palo Alto Health Care System is offering one (1) full-time competitive paid two-year internship in Human Resources Management Service. The intern will be trained by experienced professionals in the field. VA Human Resources (HR) Specialists provide a variety of human resources management services, as well as consultation on the most effective alignment of HR systems to support strategic goals and objectives and to produce the results that accomplish the agency mission. The development of creative, results-driven approaches to recruitment and placement, strategic rewards, employee development and continuous learning, and employee and labor-management relations are increasingly important functions of the HR office.

Duties include but may not be limited to the following:

  • Provides guidance on recruitment processes and procedures, and coordinates closely with the designated services throughout the effective completion of recruitment and placement actions

  • Develops request for reviews of registers, centralized and decentralized staffing actions, and pay and classification actions

  • Performs a variety of duties in connection with the processing of personnel actions for employees
  • Reviews documents for omissions and inconsistencies and ensures data entry is complete and accurate
  • Assists managers and supervisors by advising on classification processes, and instruction on automated classification system, ensuring that all necessary technical work is completed prior to processing personnel actions
  • Provides advice and assistance  on pay, position classification and job grading matters, including preparation of position descriptions
  • Uses appropriate approaches to perform a variety of duties involving issues of a confidential nature
  • Reviews and analyses background investigative  results
  • Provides overall advice and assistance on management-employee relations, discipline, adverse actions, grievances, performance management, recognition, employee counseling and related functions
  • Provides advisory services on the Federal employee retirement, group life insurance, health benefits, and the Thrift Savings Plan programs
  • Designs courses which instruct customers in basic classification, staffing, worklife benefits, employee/labor relations and pay matters
  • Performs other related duties as assigned

GS-5: GENERAL EXPERIENCE: 3 years of general experience, one of which is that is equivalent to the GS-4 level in the Federal Service. General Experience may include, experience gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence to perform the duties of the position to be filled.   Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other non-specialized tasks) is not creditable. Trades or crafts experience appropriate to the position to be filled may be creditable for some positions  OR  SUBSTITUTION OF EDUCATION: Four (4) year course of study leading to a bachelor's (TRANSCRIPT REQUIRED) OR COMBINATION: A combination of creditable specialized experience and education that meets the total qualification requirements for the Human Resources Specialist position. (TRANSCRIPT REQUIRED)

GS-7: SPECIALIZED EXPERIENCE:  One (1) year of specialized experience equivalent to at least the GS-5 level in the Federal service. Specialized experience is progressively responsible experience, which has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and is in or related to the work of the position. Specialized Experience may include, working with guidance on laws, regulations, policies, and standards to personnel; gathering, and interpreting data to complete standard reports; reviewing forms, applications, documents or other HR actions and/or other administrative actions.   OR  SUBSTITUTION OF EDUCATION: One full year of progressively higher level graduate education. (TRANSCRIPT REQUIRED) One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement OR  SUPERIOR ACADEMIC ACHIEVEMENT (SAA): Superior Academic Achievement (S.A.A.) – (a) Class standing – Applicants must be in the upper third of the graduating class in the college, university, or major subdivision based on completed courses; or (b) Grade-point average (G.P.A.) – Applicants must have 3.0 or higher out of possible 4.0 as recorded on their official transcript, or as computed based on 4 years of education, or the final 2 years of the curriculum; or 3.5 or higher based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; or (c) honor society membership.
