This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS).  The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level.  The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

MAJOR DUTIES for INTELLIGENCE SPECIALIST, GG-0132-12

·        Serves as an independent intelligence specialist in the analysis of foreign Space Object Surveillance and Identification (SOSI) and as a lead analyst for activities that provide counterspace intelligence information to operational space units

·        Performs preliminary research, analysis and evaluation of raw intelligence data in support of the mission area. Produces appraisals of foreign counterspace systems and how these systems may be employed by foreign countries

·        Participates in National committees, working groups, and panels dealing with foreign counterspace systems.  Reviews and evaluates multi-source intelligence data from a wide variety of sources of varying validity.

·        Analyzes the significance of current counters pace systems activity and technology and assesses developmental trends.  Participates in evaluation and exploitation of intelligence sensors and sources, and establishes worth of collected data in specific areas of interest.

·        Represents organization and NASIC at conferences and in meetings with other government agencies and private industry to contribute to the explanation and interpretation of threats from foreign counterspace SOSI capabilities.   

 

ADDITIONAL INFORMATION: This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade GG-11 or qualifying pay band or other pay systems.  Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and ability to perform successfully the duties of the position. Specialized experience would be demonstrated by providing advice on, administering or performing work in the collection, processing, reporting, analysis, evaluation, interpretation, and dissemination of Intelligence information and/or products on political, economic, social, cultural, physical, geographic, medical, scientific, or military conditions, trends, and forces in foreign air and space areas which directly or indirectly affect the national security. Knowledge of the principles, concepts and methodology of intelligence processes, techniques, sources, and reporting mechanisms gained through job experience (or equivalent educational experience and training) to permit independent determination of the characteristics of foreign programs targeted against US space operations and the production of intelligence assessments.

Knowledge of space systems concepts and capabilities of foreign counters pace SOSI systems and subsystems. Experienced in the intelligence analysis of procedures, techniques, and technologies related to use of SIGINT to conduct SOSI.  These positions require a basic knowledge and understanding of one or more of the natural or social sciences.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

 

1.    Knowledge of the principles, concepts and methodology of intelligence processes, techniques, sources, and reporting mechanisms gained through job experience (or equivalent educational experience and training) to permit independent determination of the characteristics of foreign programs targeted against US space operations and the production of intelligence assessments.

2.    Knowledge of space systems concepts and capabilities of foreign counters pace SOSI systems and subsystems. Experienced in the intelligence analysis of procedures, techniques, and technologies related to use of SIGINT to conduct SOSI.

3.    Skill in applying knowledge of foreign counterspace capabilities to impact US satellites and supporting infrastructure.

4.    Knowledge of the intelligence process and the ability to identify gaps and plan multisource information gathering strategies to substantiate new, accurate, and tailored information operations assessments.

5.    Knowledge of the organization, mission, and function of the US Intelligence Community.

6.    Ability to communicate both orally and to prepare finished intelligence reports and present briefings.

7.    Ability to research, analyze, and evaluate complex data to make critical judgments about space and counterspace related topics.

 

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

 


ADDITIONAL CONDITIONS OF EMPLOYMENT:

1.    Position is designated critical-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance and any special accesses required by the position in accordance with AFI 36-1101.

2.    Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

3.    May be required to travel by military or commercial aircraft in the performance of temporary duty.

4.    Prolonged periods of sitting, reading and intense data analysis are typical.  This work is mostly sedentary performed in an office setting.
