IOWA ARMY NATIONAL GUARD

THIS POSITION IS RESTRICTED TO CURRENT MILITARY MEMBERS OF THE IOWA ARMY NATIONAL GUARD.

 

LOCATION:  DCSIM, CDJMTC, Johnston, IA 

NATIONAL GUARD MEMBERSHIP IS REQUIRED:  This is an excepted position that requires military membership in a compatible military assignment in the Iowa Army National Guard. Selectee will be required to wear the military uniform. Acceptance of this excepted position constitutes concurrence with these requirements as a condition of employment.

Plans, designs, develops, tests, implements, and manages the Internet, Intranet, and Extranet activities, including systems/applications development and technical management of web sites. Reviews agency policies concerning web sites and develops state policies accordingly. Plans and administers the state’s Visual Information (VI) program. Coordinates all activities related to the full range of VI products and services for the state such as still photography, manual and computer-generated graphics, presentation services, VI equipment and product loan, video, audio, video teleconferencing, closed circuit television, and master antenna and cable television. Directs design of unique projects from inception to completion through application of innovative solutions in the use of multimedia technologies. Provides higher-level management with VI products, services, consultation, facilities and equipment to support functional areas, to include command and control, training, logistics, medical, personnel, special operations, engineering, and public affairs. Manages the state Visual Information Support Center. Manages the installation, set up, and technical support of the state’s Distributed Training Technology (DTT)/Distance Learning Network (DLN). SECURITY CLEARANCE:   Employment is subject to attaining and maintaining a secret clearance as required by this position.  If the selectee does not possess the applicable security clearance when hired, application must be made within 30 days of the start date. Failure to make application for the required security clearance will result intermination of employment

GENERAL EXPERIENCE:  Experience that provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.

SPECIALIZED EXPERIENCE:  Must indicate 36 months of the following type of experience:

  1. Experience demonstrating knowledge of and skill to apply current Internet technologies, standard Internet protocols, Internet server operations and operating systems to the design of the web site. 
  2. Experience demonstrating knowledge of Internet security principles and protocols, usability concepts, i.e. navigational aids, site architecture, knowledge management, and information delivery systems that enable all potential user to access information contained on the Web pages.  
  3. Experience demonstrating knowledge of current Web-based application and accessibility technologies, U.S. copyright laws, accessibility factors.
  4. Experience demonstrating knowledge of standard database management principles and methods, and programming and scripting languages.
  5. Experience demonstrating skill in determining the most appropriate methods for delivering information via the Internet, design and develop Internet applications that meet the state's electronic requirements for services to internal and external audiences.
  6. Experience demonstrating the ability to organize work, set priorities, determine resource requirements, monitor progress and evaluate outcomes of all assigned programs. 
  7. Experience demonstrating knowledge of visual arts, video graphic, and photographic methods and techniques as well as knowledge of the subject matter supported or depicted to plan visual products and services that interpret subject matter content. 
  8. Experience demonstrating knowledge of the organizations' mission and functions to develop original designs, concepts, or visual styles for publications, exhibits, or presentation material. 
  9. Experience demonstrating knowledge the ability to create visually stimulating designs from verbal or written descriptions of the item, event or issue to be depicted.


Substitution of Education for Specialized Experience:  Major study – computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field. If education is being substituted for specialized experience, a college transcript must accompany the application or resume.

A pre-employment physical or medical screening may be required for placement to this position.

SECURITY CLEARANCE REQUIREMENT:  Employment is subject to attaining and maintaining a security clearance as required by the position.

Failure to complete NGB prescribed courses at the PEC for new FTS personnel within the first year of employment may be cause for reassignment or termination of FTS.

Note:  Permanent Change of Station (PCS) allowance may not be authorized for this position.  Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Government.
