JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission.  They provide the skills that are not readily available in the military, but crucial to support military operations.  The Army integrates the talents and skills of its military and civilian members to form a Total Army.

This is a temporary appointment for a Student Trainee (Transportation Equipment Worker) WK-5701-05, intended for summer hire intended to last only through the summer, Not To Exceed: 30 SEPTEMBER 2013.

 

About the Position:  

The Philadelphia District of the U.S. Army Corps of engineers was established in 1866 to manage the water resources of the 13, 000 square-mile Delaware River Basin and the Atlantic Coast from New Jersey’s Manasquan Inlet to the southern boundary of Delaware. Our mission areas include Military Construction, Navigation, Flood Control, Coastal Engineering, planning, Emergency Management, Environmental Program  and Support for Others work.  This Position is with the U.S. Army Corps of Engineers Hopper Dredge McFarland which is home ported at Fort Mifflin Project Office, next to Philadelphia International Airport. The McFarland has two fold Missions: 1. Emergency and National Defense dredging required and on a short notice anywhere in the world. 2. Planned dredging in Commercial Waterways, mainly for Federal Navigation Projects along the Atlantic and Gulf Coast from Maine to Texas.

 

This position requires service aboard the Class 1 Hopper Dredge McFarland which generally operates along the east coast from Maine to Florida and into the Gulf of Mexico with occasional assignments in other areas. Residence aboard the dredge during the work period is a necessary condition of employment. While the dredge is operating, subsistence and quarters are provided free of charge. Transportation to and from the dredge is at the employees expense."

 

Position(s) will be filled under the Department of  the Army Pathways Intern Program. The Department of the Army Pathways Internship Program is designed to provide students enrolled in a wide variety of educational institutions, from high school to graduate level, with opportunities to work in the Department of Army and explore Federal careers while still in school and while getting paid for the work performed.

 

The Department of the Army Pathways Interns may be converted to a permanent position within 120 days of successful completion of the program. Click here for more information on Pathways program participants. To be eligible for conversion to a permanent or term position, Interns must:

•Be a U.S. Citizen.

•Complete at least 640 hours of work experience acquired through the Internship Program

•Complete their degree or certificate requirements

•Meet the Office of Personnel Management's qualification standards for the position to which the Intern will be converted.

•Meet agency-specific requirements as specified in the Participant's Agreement, and

•Perform their job successfully as documented through performance evaluations and/or completion of an Individual Development Plan (IDP).

Positions are open to: Current students in the local commuting area that are in an accredited high school, college (including 4-year colleges/universities, community colleges, and junior colleges); professional, technical, vocational, and trade school; advanced degree programs; or other qualifying educational institution pursuing a qualifying degree or certificate within the local commuting area. Local commuting area is defined as the surrounding localities in which it can be reasonably expected to travel back and forth daily.

As a student trainee, performs selected assignments aboard a Hopper Dredge designed to provide experience in either Deck or Engine Department operations, maintenance, and repair. a. In the Deck Department you will perform duties of an unlicensed deckhand, dragtender, and quartermaste, as well as assist the mate on watch who is engaged in navigation, dredging, and pump out operations. b. In the Engine Department yu will perform duties of the unlicensed wiper and oiler, as well as assist engineer on watch who is engaged in operations, maintenance, and repair of propulsion and dredging equipment. Additionally, as directed you will make routine repairs.

Screen Out Element: Ability to do the work of a WG-05 Student Trainee (Transportation Equipment Worker) position without more than normal supervision.  With normal supervision, experience should include:

1) The ability to perform simple routine and manual laboring tasks after being instructed on what is to be done and how to do the task;

2) Work is only spot checked during and after completion; and

3) The ability to complete a variety of shipboard maintenance tasks. Failure to meet the screen-out element will result in an ineligible rating.

Physical Effort:  Moderately heavy lifting and carrying of objects (up to 50 lbs), in digging ditches etc. 

 

Working Conditions: Work is mostly outside, in bad weather in hot or cold temperatures, indoors work may be dirty and dusty.  The tools, equipment and heavy objects involved occasionally present chances of serious injury (e.g., broken bonds, severe cuts, strained back).

    • This position requires a valid state driver's license.

     

    • Moderate effort is involved in occasionally lifting and carrying heavy objects (weighing about 50 pounds); frequently lifting and carrying moderately heavy objects (about 40 pounds); frequently moving or pushing trash receptacles, picnic tables, lawn mowers, etc.

     

    • Work is usually performed outdoors with frequent exposure to long periods of hot sun. Subject to cuts, bruises, fumes, burns, etc., in performaing maintenance and to more serious injuries whenworking on rip rap and and dam slopes.
