This is a Tier 1 position.  Salary for Tier 1 positions in Army is normally between $119,554 and $165,300.  Pay is set based on consideration of selectee's current salary and other factors.

This position is in the Senior Executive Service (SES) which is a small elite group of top government leaders.  SES members possess a diverse portfolio of experiences including strong skills to lead across organizations.  As a Senior Executive, you will influence the direction of innovation and transformation of the federal government and lead the next generation of public servants.

NOTE:   The duties and responsibilities of this position require TDY travel of both short-term and/or long-term duration in CONUS and/or OCONUS.   The incumbent may be required to serve a six-month or longer rotational assignment to support humanitarian relief, military operations, peace support operations, military conflicts or similar residential/national emergencies.

As Regional Business Director, leads, drives, manages, and oversees the strategic direction, technical engineering support, financial operations of the Regional Business Center (RBC) for Contracting, Information Management, Logistics Management, Public Affairs, and Resource Management.   The incumbent is the Division Commander's primary advisor on all matters pertaining to the RBC.   Directs implementation of strategic initiatives.   Performs strategic evaluations of long-term workload trends, shapes and trains the regional workforce, and promotes and manages workload sharing between districts and with other RBCs.   Leads the Programs and Project Management Business Process across all aspects of the RBC to include Civil Works, Military Programs, Support-for-Others, and Environmental Programs.   The Regional Director also chairs the Regional Management Board (RMB) responsible for executing the Strategic Planning, Corporate Initiatives Management, and Strategic Performance Measurement and Management missions.   Participates as a member of the National Management Board (NMB) to establish command policy and guidance from a corporate perspective.   Provides regional Corps technical interface with other Federal and non-Federal entities within the Division's boundaries.   Establishes working relationships with various functional chiefs, ASA for Civil Works and Installations and Environment, Office of Management and Budget, Congressional members and staff, Federal and State departments and agencies.   Serves as authorized technical representative of the Commander in meetings/conferences with representatives of HQUSACE, other Divisions, districts, and other Federal, State and municipal agencies.   Oversees participation by elements of the Directorate in regional mobilization, emergency activities, and coordination of regional technical needs and capabilities among districts, other Divisions, and governmental agency.   Serves as the Research and Development Coordinator in the Division for all research activities.

ECQ 5 - Building Coalitions:  This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Please Note:   Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program (CDP) who have been certified by the Office of Personnel Management do not need to address the ECQs.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs):  All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications.  You must address each technical qualification separately.  Total MTQ write-up should not exceed 2 pages per MTQ using 12pt, Arial or Times New Roman with 1 inch margins.

TQ1.  Substantial experience that demonstrates the ability to implement strategic direction for a large and complex technical organization with regionally distributed subordinate commands that requires frequent and high-level engagement with senior Federal, Congressional, State, and industry leadership.

TQ2.  Experience which demonstrates the ability to manage the business operations of a large technical engineering organization with a broad portfolio of infrastructure projects or systems involving vertical and horizontal design and construction (predominately civil works but including military construction) and water resources infrastructure, to include storm damage, dams, levees, flood risk reduction, navigation on both rivers and lakes, flood control, emergency operations, recreational services and environmental stewardship.

HOW YOU WILL BE EVALUATED:

You will be evaluated on the quality and extent of your total accomplishments, experience, and education.  No written examination will be required.  Select applicants may be asked to take a leadership assessment as part of the interview process.  Finalist applicants will be provided additional information prior to the assessment.  Your application will be evaluated by a rating and ranking panel.  Highly qualified candidates may undergo an interview and a reference check.  The Office of the Secretary of Defense Executive Resources Board will review results and make recommendations on final selections to the appointing authority.  Unless you have already been certified by the Office of Personnel Management (OPM) Qualifications Review Board (QRB), your ECQs must be certified by the OPM QRB before your appointment can occur.

OTHER INFORMATION:

Drug Testing:   You must submit to a drug test and receive a negative drug test before you can be appointed into this position.

Security Clearance:   In order to qualify for this position, you must be able to obtain a Top Secret security clearance and access to Special Compartmented Information (TS/SCI).

Financial Disclosure:   The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report (OGE-278) in accordance with the Ethics in Government Act of 1978.

Probationary Period:   You will serve a one-year probationary period unless you have previously completed the probationary period in the SES.

Veteran's Preference:   By law Veteran's Preference does not apply to the Senior Executive Service.
