WORK SCHEDULE:  MONDAY THROUGH FRIDAY - 8:00AM TO 4:30PM

DUTIES:  The Supervisory Medical Support Assistant (MSA) serves as the operational officer for the full range of outpatient administration program at Palo Alto Division. The position is organizationally aligned under Nursing Service for Ambulatory Care and works closely with other members of the health care team. The incumbent has supervisory responsibility for technical and administrative direction of staff mix including GS-7 Lead MSA and GS-5 MSAs.  Through effective communication with the front line staff, the Supervisory MSA is responsible for guiding, assisting, and counseling staff in the performance of day-to-day duties to ensure program operations are carried out smoothly and efficiently. The incumbent plays a highly foundational role within the VHA Patient Aligned Care Team (PACT). Patient care is delivered in a team-based model known as a teamlet.  Clinic Management - Incumbent has divisional responsibly to provide the health care teams with the necessary clerical/administrative/technical support required to maintain a smooth, effective clinic flow and operations.  Data Collection and Reports Management - Incumbent has responsibility for the integrity and accuracy of the data capturing process and statistical reporting in the VISTA Patient Care Encounter (PCE) system.  Documented workload is the basis for justifying resources; therefore, all outpatient workload must be recorded timely and accurately.  Is also responsible for a variety of reports, surveys, and special projects.  Medical Records Management/Information Security -  Must administer a highly complex, detailed, and bureaucratic system of rules, regulation, and public laws, including those governing medical records management and information security.  Customer Service - Supervises front-line staff who are this health care system's first line of communication to the veterans and their families.  Must promote exceptional "people skills" and foster favorable public relations and a positive public image.  Human Resource/Labor Relations - Has authority for the administrative management and guidance of GS-4/5/6/7 medical clerks.  Prepare work schedules and ensure that clinics are adequately staffed.  Scheduling Duties - Oversees and monitors that clerical staff are appropriately scheduling appointments.

BASIC REQUIREMENTS:

GRADE DETERMINATIONS:

GS-8 One year of experience equivalent to the next lower grade (GS-7).

Assignment: Plan and direct programs at medical centers and/or satellite outpatient clinics and have full supervisory responsibility for supervising at least one subordinate team leader or supervisor.  Assignments at this level include, but are not limited to: assigning and evaluating the work of subordinate staff; resolving complex problems to ensure patient services are met; evaluating new products, equipment and systems in order to make recommendations for improved operations; identifying educational or training needs; making final decisions on selections; evaluating performance, and taking disciplinary action when necessary.  The employee has full administrative and professional responsibility for planning and directing the MSA’s activities.  Responsible for extracting and analyzing data in order to provide reports in support of performance measures to senior management.

Demonstrated Knowledge, Skills, and Abilities.  Candidates must demonstrate the KSAs below:

1.  Ability to provide the full range of administrative and supervisory duties which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements.

2.  Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with all healthcare professionals to ensure quality/continuity of care and ensure compliance with established policies and regulations.

3.  Ability to provide briefings, orientations, staff development, and training.

4.  Ability to manage fiscal matters, forecast resource and equipment needs, and identify budget needs.
