This position is located in the Nursing Administration Department, within the Directorate of Nursing Services (DNS) at Naval Medical Center San Diego (NMCSD). NMCSD supports thirteen remote Branch Medical Clinics.  The Nurse Consultant, under the guidance of the Quality Management Department (QM), is responsible for applying expert clinical knowledge to guide quality management practices and continuous improvement activities with the goal of enhancing health care delivery and decreasing the risk of adverse events.

 

 

KEY REQUIREMENTS

·         Provide leadership, guidance, and support to the Directorate through utilization of patient safety tools and evidence based practices to improve measures of quality and patient safety.

·         Serve as a direct liaison between the DNS and Command Quality Management Department.

·         Serve as consultant and Subject Matter Expert for issues dealing with continuous performance improvement.

·         Independently review and analyze a wide range of nursing processes that require consideration of the immediate and long-range effects, both direct and indirect, on patients.

·         Ensure compliance with relevant hospital accreditation and higher authority requirements, regulations, standards, and guidelines set forth by Department of Defense (DoD), Navy Bureau of Medicine and Surgery (BUMED), The Joint Commission (TJC), NMCSD, and other relevant entities.

In order to qualify for this Nurse Consultant, GS-0610-11 position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities, to perform the duties of the specific position for which you are being considered.  Your resume is the key means we have for evaluating your skills, knowledge, and abilities, as they relate to this position. Therefore, we encourage you to be clear and specific when describing your experience.

 

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following:

 

·         Experience applying expert clinical knowledge to guide quality management practices with the goal of enhancing health care delivery and decreasing the risk of adverse events.

·         Experience in providing nursing consultation and technical advice both orally and in writing by applying knowledge of nursing principles, and procedures to guide quality improvement processes and activities.

·         Experience in conducting, evaluating and collecting data analyses of clinical programs for improvement.

·         Experience utilizing clinical care routines, Standard Operating Procedures (SOP’s), and various standards affecting the functions of nursing practices set forth by various entities (e.g. DoD, BUMED, TJC, and the Centers for Disease Control (CDC).

·         Experience in utilizing various software and applications (e.g. Microsoft, flow-chart applications) to perform trend analysis and other statistical computations.

 

OR

Education:  A Ph.D. or equivalent; or 3 full years of progressively higher level graduate education with a concentration in a field of nursing or in a closely related non-nursing field directly applicable to the requirements of the position to be filled.

OR

Combination of Experience and Education:  A combination of experience and graduate education as described above that equates to one year of experience.

AND

BASIC EDUCATION REQUIREMENT:  A degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time you completed the program?

 

AND

BASIC CERTIFICATION REQUIREMENT:  Possess current, active, and unrestricted licensure as a professional registered nurse in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States?

REQUIREMENTS: 

 

Selectee is required to participate in the Department of Defense direct deposit of pay program.

 

Must be able to obtain and maintain a Secret security clearance.  A security clearance is a requirement of this position.
