The Office of the Chief Financial Officer (OCFO) will shape an environment in which USDA officials have and use high quality financial and performance information to make and implement effective policy, management, stewardship, and program decisions. OCFO leads the way to fiscally sound, cost effective program delivery, supported by reliable financial management information and infrastructure.

This is the mission of the Controller Operations Division: We, the Controller Operations Division, are a proactive, cost-effective service organization focused on providing superior financial services to the USDA and its customers for the benefit of the taxpayer.

This position is located in the Office of Chief Financial Officer, Associate Chief Financial Officer for Financial Operations (ACFO-FO), Controller Operations Division (COD), Intra-governmental Payments and Collections Branch (IPAC) and Administrative Payments Branch (APB).


Area of Consideration: Applications will be accepted from Current Federal employees with competitive status in the Office of the Chief Financial Officer (OCFO), New Orleans. This includes the Controller Operations Division (COD), the Associate Chief Financial Officer for Financial Systems (ACFO-FS), and the National Finance Center (NFC).

As an Administrative Payments Technician (OA), you will be responsible for the following:

·         Provides assistance to agency and vendor representatives in resolving problems and explaining highly complicated payment, non-payment, and/or partial payment actions.

·         Explains the idiosyncrasies of the automated administrative, financial systems and related subsystems; and how each reacts to various types of processing situations in order to provide better understanding of the action taken or the action required.

·         Contacts technical personnel in order to resolve system problems and/or recommend changes or enhancements as a result of problems encountered.

·         Assists agencies and vendors in the interpretation of external processing procedures for the administrative financial systems and subsystems.

·         Provide assistance on the completion of required documents for novel and basic payment situations.

·         Conducts basic reviews and analyses, and coordinates action to implement changes, based on problems encountered by agencies, vendors and/or section personnel to determine if procedural modifications, either internally or externally, are needed to ensure accuracy, good quality controls, timeliness of payments, and compliance with Federal and/or other regulatory requirements.

·         Processes invoices/payments in FMMI and/or other automated accounting or financial systems, reviewing transactions to verify accuracy of entries.

·         Monitors the aging of transactions/invoices to help ensure payments are processed timely and in accordance with established timeframes.

·         Analyzes and researches payment transactions in order to correct errors as necessary.

·         Gathers, compiles and researches obligations, advising the agency when corrections are necessary.

·         Monitors invoices received and returns to appropriate vendor/representative those items failing validation, or requiring corrective action, account adjustment, deletion of duplicate transactions, etc.

·         Provides input for high level correspondence and inquiries from upper management, congressional, etc. Researches the system/subsystems, gathers processing/payment history, and provides written facts related to the inquiry.

·         A qualified typist is required.

These duties are described at the FPL GS-07, the GS-06 is developmental leading to such performance.

Time-In-Grade Requirements:

GS-06: Must have held a GS-05 position or equivalent for at least one year.

GS-07: Must have held a GS-06 position or equivalent for at least one year.


Specialized Experience:  

GS-06: One year of specialized experience, equivalent to the (GS-05) level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped me with the particular competencies to successfully perform as an Administrative Payments Technician (OA). Examples of such experience include: processes invoices/payments into an automated accounting or financial system (i.e. FMMI); providing advice and assistance to agency and vendor representatives in resolving highly complicated problems; examining and indentifying errors and/or problems and initiating corrective actions; and possessing the ability to communicate clearly verbally and in writing. 

GS-07: One year of specialized experience, equivalent to the (GS-06) level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped me with the particular competencies to successfully perform as an Administrative Payments Technician (OA). Examples of such experience include: processing obligations/payments into an automated accounting or financial system (i.e. FMMI); gather and research obligations; resolving problems and correcting processing errors; providing advice and assistance to agency and vendor representatives in resolving highly complicated problems; conducting special reviews and/or analysis and coordinating actions to implement changes; providing input for high level correspondence and inquiries received via upper management, congressional, etc.; reviewing changes to standard internal and external operating procedures to ensure consistency with processing requirements; and possessing the ability to communicate clearly verbally and in writing.

Selective Placement Factors: In addition to meeting specialized experience, applicants must also show proficiency in typing at least 40 words per minute.


Approximate percentages of time must be identified when positions held involved the performance of more than one type of work (e.g., secretarial and accounting, truck driver and warehousing, clerical, etc.). (Required for All Candidates)


Candidates must meet qualification requirements within 30 days of the closing date of the announcement. You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position.  You are NOT required to respond to these separately:

  • --Knowledge of accounting procedures, practices, theories, techniques related to obligations and disbursements, disbursement and collections, appropriation funding and accrual accounting.
  • --Knowledge of a wide variety of administrative/financial payments systems and subsystem interfaces.
  • --Skill in typing 40 words per minute.
  • --Ability to perform research, identify, and apply corrective actions to complex system/operational errors and devise solutions to the complex payment and accounting problem.
  • --Ability to communicate orally and in writing.
