These positions are located in the Facilities and Logistics Services (FLS), Program Support Center (PSC), Assistant Secretary for Administration (ASA), Department of Health and Human Services (HHS), in Washington, DC.

  • Maintains and updates formal database/property management systems.
  • Assists higher-level specialists in the conduct of property studies and investigations to study and analyze problems associated with identification, use and maintenance of property
  • Ensures that facilities understand and abide by property control documents and establish accountable procedures
  • Attends meetings to coordinate work with other organizations involved in the project, such as the developer, contractor, tester and other analytical organizations. 
  • Assists in the preparation of Reports of Survey (damage, fire, theft) to ensure the authenticity of the documents as to circumstances and facts involved.

For GS-9 Grade Level:

 

A. Have one year of specialized experience, equivalent to the GS-7 grade level in the Federal service, assisting in maintaining and updating database/property management systems; preparing routine inventory records, reports and a variety of documents relating to the physical receipt, custody, care and distribution of materials.

OR

B. Have a master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related in any field of study from an accredited college and/or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours will satisfy the one year of full-time study requirement.

OR

C. Have a combination of specialized experience as described in "A" above and graduate level education as described in "B" above. When combining experience and education, first determine the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determine the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify.

For GS-11 Grade Level:

A. Have one year of specialized experience, equivalent to the GS-9 grade level in the Federal service, applying property and procurement processes, policies, procedures, and regulations to analyze and evaluate the effectiveness of accountability for property; and maintaining accountability records which reflect property changes such as acquisition by purchase, donation, and excess transfer, or disposal through excess purchases.

OR

B. Have a Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree or LL.M., if related in any field of study from an accredited college and/or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the one year of full-time study requirement.

For the GS-12 Grade Level:
 

Have one year of specialized experience, equivalent to the GS-11 grade level in the Federal service, conducting property studies and investigations to analyze problems associated with identification, use and maintenance of property; coordinating physical inventory of items to resolve discrepancies; and making recommendations to management to improve program policies and operating procedures.


Foreign Education:  If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.  For further information, visit: http://www.ed.gov.
