OPEN TO CURRENT AIR FORCE PERMANENT CIVILIAN EMPLOYEES ONLY

 

This position may be filled at GG-07 with promotion potential to the GG-12.  The individual selected for this position may be promoted to the target level without further competition upon meeting any legal and regulatory requirements.

This is a GG-07t12 position in the Defense Civilian Intelligence Personnel System (DCIPS).  The GG-07t12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-07t12 level.  The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

MAJOR DUTIES for BUDGET ANALYST, GG-0560-07T12

-Supports the Budget and Programming efforts for the Counter space Analysis Squadron. 

-Performs budget formulation work for multi-year appropriations as well as funding types (GDIP, MIP, POM).

-Responsible for a wide range of financial management functions:  planning, programming, budgeting and manpower for all Squadron resources. 

-Provides guidance to Squadron Commander, Senior Intelligence Analyst, and Flight chiefs on structure and prioritization of current and future programs. 

-Assists with the utilization, planning, and implementation and management of Squadron budget processes.

ADDITIONAL INFORMATION:  This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS.  This position is in the Excepted Service.

SPECIALIZED EXPERIENCE:  Applicants must possess one year of specialized experience at the next lower qualifying pay band or equivalent grade under the General Schedule (GS/GG) pay system or other pay systems.  To be creditable, your resume must further reflect specialized experience, demonstrating quality in the knowledge, skills, abilities and competencies to meet the requirements of this position.  Specialized experience would be demonstrated by assisting with the utilization, planning, and implementation and management of the organization’s budget processes and planning, programming, budgeting and manpower for all organization’s resources.

Education:  One full year of graduate level education or superior academic achievement.

Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 

1.  Knowledge of basic budgetary methods, practices, procedures, regulations, polices, and processes to formulate, justify, and execute work assignments in support of the mission, structure, goals, and work processes for substantive programs of assigned activities/organizations. 

2.  Knowledge of automated data processing software programs capabilities and usage to accomplish difficult or complex budget/funding tasks.

3.  Ability to plan, develop, and integrate strategies to manage the financial management of program area. 

4.  Ability to develop and structure financial processes necessary to carry out goals and objectives.

5.  Ability to utilize analytical and problems-solving techniques to accomplish goals.

6.  Ability to obtain and maintain CDFM (Certified Defense Financial Manager) Certification.   

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.  You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

1.  This position is covered by the DCIPS, and as such will subject the incumbent to t hose examinations and or tests that are necessary to obtain and retain a security clearance and any special accesses required by the position in accordance with AFI 36-1101.  This position is a testing designated position and as such requires periodic urinalysis testing.  Failure to comply with any of the special requirements, when required will subject the incumbent of this position to reassignment or disciplinary adverse actions, including demotion or removal.

2.  May be required to travel by military or commercial aircraft in the performance of temporary duty.  Prolonged periods of sitting, reading and intense data analysis are typical.  This work is mostly sedentary performed in an office setting. 

3.  Position is designated critical-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI).  A non-disclosure agreement must be signed.

4.  Drug Testing:  This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.  Employee must pass initial and periodic short notice drug testing.  Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
