This position is located in the Operational Support Division, Office of Information System, Business Program Management Unit in Arlington, VA.  


The incumbent acts as an expert on IT projects, advising top management on major IT product and/or service issues. Leads, conducts, or participates in complex management studies and reviews.  Conducts IT strategic planning and project management activities.  Facilitates teams in conducting analyses, developing goals, objectives and strategies, and in other strategic, tactical, and business planning activities.  Recommends, designs, develops and implements marketing policies and program strategies to promote information technology (IT) services and products.  Develops long and short-range marketing strategies, including budget proposals and prepares annual marketing plans and sales forecasts.  Reviews proposed new system requests, networks, and software designs for potential programmatic and security risks.  Resolves integration issues related to the implementation of new systems within the existing infrastructure.  Acquires IT services in multi-year IT contracts.  Collaborates with vendors and end users on a daily basis to ensure that contract requirements are met and that all activities are performed in compliance with the terms of the contract.
