This position serves as a Mathematical Statistician in the National Center for Statistics and Analysis (NCSA) Office of Traffic Records and Analysis (OTRA). In this capacity, you will plan and execute analyses designed to improve quantitative knowledge of the causes and results of motor vehicle traffic crashes, and in the development and implementation new and improved ways of using mathematical and statistical techniques in the measurement of highway traffic safety.

The ideal candidate for this position is highly self-motivated and possesses excellent mathematical and statistical analytical capabilities. The ideal candidate has excellent oral and written communication skills, since they will be writing analysis reports.  NHTSA is seeking a candidate capable of working cooperatively with other offices within NHTSA, to understand countermeasures using extensive crash data bases.  Experience working with large data bases and experience working with SAS programming is preferred.

The Mathematical Statistician:

  • Plans, and executes analyses designed to improve quantitative knowledge of the causes and results of motor vehicle traffic crashes, and in the development and implementation new and improved ways of using mathematical and statistical techniques in the measurement of highway traffic safety.
  • Is responsible for preparing clear and accurate reports of the study results including recommendations for improving the data collection process or methods of compensating for existing data limitations, as appropriate.  
  • Prepares and delivers briefings and technical papers to management and users both within and outside NHTSA. 
  • Maintains a familiarity with field data collection procedures, data retrieval and techniques, and computer software analysis packages in order to perform specialized data retrievals.
  • Develops specifications and plans and performs the work within NHTSA and NCSA policy guidelines. 
  • Prepares work statements, evaluates contract proposals, chairs source evaluation committees, and monitors contracts.

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration.

LEVEL To qualify on Education, you must have: To qualify on Experience, you must have one year of specialized experience equal or equivalent to the following:
GRADE 11 3 years of progressively higher level graduate education leading to a Ph.D. degree OR Ph.D. or equivalent doctoral degree
  • Experience performing analyses and general statistical research using large data systems.
  • Experience using various statistical computer software. 
  You can also qualify based on a combination of Education and Experience
GRADE 12 There is no education substitute

In addition to the GS-11:

  • Experience working with a senior staff member to analyze large data systems for problem identification, such as emerging safety issues and producing conclusions after clearly identifying the assumptions and limitations of this data.
GRADE 13 There is no education substitute

In addition to the GS-12:

 

  • Experience with computer operations and the application of computer programs designed to retrieve and analyze data from data files in order to provide descriptions of current status and trends in highway safety.

MANDATORY EDUCATION REQUIREMENT:

  1. Degree: that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics.

    or

  2. Combination of education and experience -- at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education.

Evaluation of Education:

Courses acceptable toward meeting the mathematics course requirement of paragraphs A or B above must have included at least four of the following: differential calculus, integral calculus, advanced calculus, theory of equations, vector analysis, advanced algebra, linear algebra, mathematical logic, differential equations, or any other advanced course in mathematics for which one of these was a prerequisite. Courses in mathematical statistics or probability theory with a prerequisite of elementary calculus or more advanced courses will be accepted toward meeting the mathematics requirements, with the provision that the same course cannot be counted toward both the mathematics and the statistics requirement.

Evaluation of Experience:

The experience offered in combination with educational courses to meet the requirements in paragraph B above should include evidence of statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying known statistical techniques to data such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

Without other indications of statistical experience, work required in the processing of numerical or quantified information by other than statistical methods is not considered appropriate qualifying experience. Examples of such nonqualifying work include statistical clerical work; statistical drafting; calculation of totals, averages, percentages, or other arithmetic summations; preparation of simple tables or charts; or verification of data by simple comparison or proofreading.

CONDITIONS OF EMPLOYMENT:
