JOB SUMMARY:

The Bureau of Industry and Security (BIS) advances U.S. national security, foreign policy and economic objectives by ensuring an effective export control and treaty compliance system and promoting continued U.S. strategic technology leadership. BIS's activities include regulating the export of sensitive goods and technologies; enforcing export control and public safety laws; cooperating with and assisting U.S. industry to comply with international arms control agreements; and monitoring the viability of the U.S. defense industrial base.

The Office of the Assistant Secretary for Export Administration (EA) regulates exports and reexports through a licensing system set forth in the Export Administration Regulations (EAR). United States national security and foreign policy interests are safeguarded through EA's administration of export control laws relating to dual-use items. At the same time, EA seeks to reduce the regulatory burdens impeding international marketing which will aid in the economic growth of the United States. EA also has a leadership role in a range of high priority programs that involve international competitiveness and defense industrial base issues.

The Office of National Security and Technology Transfer Controls (NSTTC) is responsible for issues related to national security export and reexport controls. It implements multilateral export controls for national security reasons to comply with the Wassenaar Arrangement to control the spread of dual-use goods and related technologies. It is also responsible for U.S. export control policy for high performance computers, encryption and administers the "short supply" provisions of the Export Administration Regulations."

This office is responsible for policy actions, export licenses, commodity classifications, license determinations, and advisory opinions for affected commodities and is the focal point for commodity jurisdiction assessments.

This Engineering position is located in the Bureau of Industry and Security (BIS), Office of the Assistant Secretary for Export Administration (EA), Office of National Security and Technology Transfer Controls (NSTTC).

The incumbent serves as a widely recognized subject matter expert providing broad engineering and specialized expertise to an organization, project or team on aerospace and marine engineering systems of major sizes and complexity in resolving technical and policy problems, developing new techniques and settling controversy.  The incumbent plans and coordinates programs or projects which require innovation and originality – reviewing, evaluating and advising on effectiveness and technical adequacy of work and proposals of other engineers in resolving complicated and critical problems.

  • Applies a broad knowledge of engineering in general, as well as wide-ranging knowledge in his/her subject matter area to provide advice and guidance in resolving technical and policy problems, developing new techniques and approaches, and settling controversy. 
  • Applies his/her knowledge of technologies to the following:  aerospace, marine, night vision, laser, geophysical exploration, fluid mechanics, flight structures, navigation systems and satellite systems. 
  • Applies extensive knowledge of these systems in the development of regulatory policy. 
  • Independently generates comprehensive analytical reports that evaluate the strategic applications of navigation and other sensor based systems used to support aerospace, marine and geophysical exploration programs and components as they relate to National Security Applications.

Basic Requirements: A. A degree in professional engineering (not engineering technology). To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include both differential and integral calculus and courses (more advanced than first-year physics or chemistry) in five of the following seven areas of engineering science or physics: a) statistics, dynamics; b) strength of materials (stress-strain relationships); c) fluid mechanics, hydraulics; d) thermodynamics; e) electrical fields and circuits; f) nature and properties of materials (relating particle and aggregate structure to properties); g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. A combination of education and experience; college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional Registration - Current registration as a professional engineer by any State, District of Columbia, Guam or Puerto Rico. 2. Written Test - Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico; 3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A. 4. Related Curriculum - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance, an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all- inclusive.) GS-15: You must meet the basic requirements and possess one year of specialized experience. Experience must have been equivalent to at least the GS-14 grade level. Specialized Experience is defined as experience providing leadership and expert technical and policy advice to inter and intra agency groups on matters pertaining to sensor based systems used in aerospace, marine, night vision, laser, geographical exploration, fluid mechanics, flight structures, navigation systems and satellite systems.  Also a demonstrated mastery in analysis of facts and issues with high level of competence in engineering skills and knowledge.
